a) Open a New Topic: only for New Subject Petitions i.e.: a similar Topic is not already present in the Billboard. I had to assemble a lot of Pet. in the same Topic: problems of space! Post Info/News/or similar existing Subj. Petitions as Comments in the existing related Topic (problems of space).
b) Avoid Duplicates;
c) Comply with Group Subj: PalmOil, Deforest., Orangs, Tigers, Primate Experim, GlobalWarming..
