THERE IS A DANGER IN OUR COMUNTIES THAT MOST OF US, ARE NEVER AWARE OF, A DANGER TO CHILDREN EVERY WHERE (IN OUR SCHOOLS, NEIGHBORHOODS, PLAYGROUNDS AND OUR CHURCHE.
PLEASE READ ON TO LEARN WHERE THE DANGER IS AND GIVE YOUR SUPPORT BY SIGNING THESE PETITIONS TO HELP KEEP OUR CHILDREN SAFE.

I am the mother of a 6 year old boy that was a victim of rape by a 15 year old teenager. The teenager confessed, was charged, and found guilty for rape of of child, and sentenced in a rehab for sex offender's. The sentencing took place in November of 2008. Recently the teen went up for release and is due to return back to the community soon. He will be allowed to return to the public school systems and ride the school buses with other children. He will not go on the sex offenders list nor will he be treated as a sex offender he will return as if nothing happened. I am concerned for the safety of our children. There is no sign on a sex offender's head that says what they have done and for this reason there needs to be laws to protect our children from all sex offenders including violent juvenile sex offenders. Remember we are talking about violent.

The teen that raped my son will be released soon and he will be moving in to a neighborhood in a county in the state of Tennessee!!! As you look out your window and see a new teen in your neighborhood just remember it could be him. You have no right to know if it is him because our laws are currently set up to protect him and his name and other teens that do the same crimes. When the school bus runs and you put your child on the bus remember this teen will be on a school bus in Tennessee and we have no right to know he is on the bus with our children.

I am in Crossville TN. I have paper hand signed petitions going around for people that are for this registry most people are unaware of this not in affect and don't know violent juvenile sex offenders don't have to register. Just assumed they did just as I did.

This is where legislation stands on this matter:

The Adam Walsh child protection and safety act of 2006 passed in to federal law states that.

"if the juvenile offender is at least 14 years of age at the time of the offense and adjudication is comparable to or more severe than the federal offense of aggravated sexual abuse he or she is to be put on the sex offender registration.

The duration of the registration would depend on the classification of the crime. The Adam Walsh act also set up grant programs to help states comply with the law. Just because it was made Federal mandate does not mean a bill has to be passed on it our only penalty will be loosing 10% of Federal funding for that year and every other year after that.

Tennessee is not in compliance with this federal law. Tennessee only registers the juveniles tried as adults. By October of 2008 twenty some odd states did have juvenile sex offender registry's.

STATES FAILING TO COMPLY WILL LOSE 10% OF FUNDS ALLOCATED FOR THAT FISCAL YEAR UNDER THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968.

WE ARE NOT IN COMPLIANCE WITH THIS FEDERAL LAW.

Rep. Chad Faulkner sponsored HB2165, Senator Mike Faulk SB2223, Rep.Debra Young Maggrat sponsored HB0622, Senator Diane Black SB0392, Rep. Henry Fincher HB1474, and Senator Charlotte Burks SB1651 these bills required all violent juvenile sex offenders 14 or over to comply with the sex registry. These bills were assigned to s/c criminal practice and procedure of JUD. (BRUSHED UNDER THE CARPET). my own words.

While we must all understand the need to protect our juveniles, we must look at the greater good and the greater good served in saving the name of a violent sex offender or in keeping our children and communities safe. So ask yourself that.

Some departments are fighting this to be passed DCS and Tennessee Commission on Children and Youth.

Linda O'Neal, executive director of the Tennessee Commission on Children and Youth, said research shows that unlike adult sex offenders, juvenile offenders can make a turn around with treatment. If they are to be put on the registry, they are going to be on there for a very, very long time and it's going to be hard for them to turn their lives around.

As for KARE our main concern is the safety of kids that will become victims of these Violent juvenile sexual offenders.
