Are they freaking serious? A gunshot to the head of a dog is their accepted method of "humanely" euthanizing animals in International Falls, MN ?
THIS IS AN OUTRAGE and I would ask all of you to contact the people listed below and let them know that WE do NOT AGREE!!! This is shocking, unacceptable and barbaric! I don't care what excuse they have to justify this- I don't care what their budget constraints are- this is NOT OK!!
What's to say the dog dies immediately? What if he lies there and suffers for ANY given time? What if the executioner's aim is a bit "off" that day- and the bullet isn't enough to kill that dog? Can you imagine being shot in the head and not dying immediately- but having to endure even seconds of overwhelming fear as you look up and see that this person is aiming at you again? Why should a companion animal's last moments on earth be this horrific? At the hands of humans?
WHO ARE THESE PEOPLE and why should they be able to determine that this is the accepted way to end a homeless dogs life?
What is this.... some third world country? OR North Korea? NOOOO! It's International Falls, MN!!
The squeaky wheel gets the grease- and I think the media needs to be alerted to this matter, as well!!
I believe that once the word gets out - many people will feel compelled to rise up against this ridiculous and ignorant method of inhumane euthanasia! OMG!
PLEASE- get involved and send an email to the folks below- or make that call and let your voice be heard loud and clear! Let them know we are not going to stand for this! DEMAND CHANGE!!!

The problems in International Falls concerning their dog pound continue. They are not making it clear that the shooting of their pound animals will stop.

The Borderland Humane Society and the City of International Falls have long worked hand-in-hand to help deal with the problems created by stray and unwanted domestic cats and dogs. The relationship has been a productive one, in part because both organizations recognize the difficulty of dealing with a mounting problem when resources are scarce.
The City of International Falls supports the dream of the Borderland Humane Society for an animal shelter and has been part of early discussions regarding what is the role of the City in such a project. The Borderland Humane Society supports the work of the City of International Falls to deliver animal control services at the city pound and routinely visits the pound and offers helpful suggestions for how best to deliver this necessary municipal service. The City welcomes constructive guidance from the Borderland Humane Society and appreciates the caring approach its members bring to this discussion.
"I am satisfied that all operations at the pound have been conducted legally and with the utmost concern for the humane treatment of animals. I personally know that all of the animal control officers love animals and the officers' commitment to humane care is beyond question," stated Nikki Turenne, President of the Borderland Humane Society. "Because of the City's commitment to constant improvement in the delivery of municipal services including animal control services, I have asked the Humane Society to work with our dedicated animal control officers to review policies concerned with animal care, including our euthanasia practices," said Rod Otterness, International Falls City Administrator. "The City welcomes this assistance because both our organizations are deeply committed to the humane treatment of animals and to the delivery of animal control services that we can all be proud of as pet owners and residents of the city."
Mr. Otterness told me to talk to this "Humane" Society president Nikki Turenne which I did. She told me that gunshots to the head are "quick and immediate death" so therefore are humane in killing the pound animals. As you see, she totally supports the police department. I have written proof that they've been shooting the pound animals. This is not a question. Although the city officials are trying to keep this issue in the dark as best they can.
I have made it known to these people that the American Veterinary Medical Association states: "Gunshot should not be used for routine euthanasia of animals in animal control situations, such as municipal pounds or shelters." As stated here http://www.avma.org/issues/animal_welfare/euthanasia.pdf
Please continue to contact these people and let them know that this practice needs to stop ASAP. They are good cover-ups and will try to please you and shut you up with their "nicey nicey" ways. They did that with the local news station until I sent them the letters with proof of what they've been doing. The news story has now been reopened and hopefully they'll get some answers. The officials in International Falls need to hear from us people in the rescue community to hold them accountable for what they've done and maybe continuing to do.

As an American citizen, I am embarrassed Secretary of Agriculture Edward W. Schafer represents my country. One imagines the recent Westland/Hallmark Meat Co. undercover video that led to a recall of 143,383,823 pounds of beef would initiate a permanent no-downer law.
One hopes a humiliated USDA would rally behind an enforceable ban on the transport and slaughter of ALL downer animals -- after one animal guy with a video camera exposed their lax food-safety protocol.
But they'd be wrong. At last week's hearing to assess food inspection blunders, Secretary of Agriculture Edward W. Schafer asked the Senate Agriculture, Rural Development and Related Agencies Appropriations Subcommittee to strike down a ban on slaughter of downer cows.
He even claimed it's okay for downer cattle to occasionally enter the food supply. Perhaps, but it's certainly a gamble. And such sentiment fails to address the sheer torture these animals endure as they're kicked, rammed, shocked, dragged, water-hosed and rolled. Apparently cheap meat comes with a hefty price tag: Utter inhumanity.
As your constituent, I implore you to stand up for what is right. Please protect animals and people with your strong support for the Downed Animal and Food Safety Protection Act (H.R. 661/ S. 394) which bans slaughter of downer cows, pigs, sheep and all "livestock."
The Hallmark Meat travesty is not about one bad slaughterplant. Its about a bad system. Please help fix it by:
* Co-sponsoring the Downed Animal and Food Safety Protection Act (HR 661/ S 394).
* Requiring humane euthanasia for all downer animals. A current loophole lets immobilized animals suffer until they undergo USDA inspection.
* Forbidding use of downed animals for "pet" and "livestock" foods.
* Co-sponsoring the Farm Animal Stewardship Purchasing Act (HR 1726) to install basic animal protections at producers selling food to federal programs.
* Requiring training to prevent animals from becoming downers in the first place.
This issue is of great concern to me. Please inform me of your stance on downer legislation. I look forward to hearing from you.

Each winter, over 100,000 people visit the Crystal River National Wildlife Refuge (NWR) to snorkel and dive with endangered manatees. Inevitably, many of these visitors want to touch the manatees or interact with them in some way.
Manatees are protected under the Endangered Species Act, so grabbing them, feeding, surrounding, or chasing them can be considered harassment and is therefore illegal. But due to budget cuts, there has been a severe staff reduction and law enforcement includes only one full-time officer who divides his time between 5 separate wildlife refuges, so there are many incidents of manatee harassment each year.
Recently, videographer Mark Santa-Maria won an award at an international underwater film competition for his video Choice for Change, which documents several incidents of manatee harassment at the refuge:

Manatees need this wildlife refuge for survival in the winter! When people try to touch or pursue manatees, they can alter the manatee's behavior in the wild, perhaps causing them to leave a warm water area, which makes them susceptible to potential harm. Also, people can inadvertently separate a mother and calf by trying to touch manatees. Manatee calves depend on the care of their mothers for up to two years, so a calf that is separated from his or her mother could ultimately die without her.

What You Can Do:
1. Please Submit Your Comments for the CCP The U.S. Fish and Wildlife Service is currently working on a new Comprehensive Conservation Plan for the Crystal River NWR. The Service wants your input on the CCP by March 6, 2008 (see contact information below). Ask them to:
Strengthen law enforcement efforts in the areas or create a better monitoring system and prosecute appropriately those people who violate the rules.
Hold tour operators responsible for the actions of their customers and impose fines for those who don't monitor their customers.
Adopt a strict "no touch" policy when it comes to manatees.
Limit the number of people allowed near the sanctuary areas in the winter, unless harassment stops.
Protect the manatees in the refuge by expanding the no-entry sanctuary areas.
Require educational training for all those who may dive at this refuge in the winter.
Acquire the Three Sisters Springs and surrounding lands as refuge property.
Create additional staff positions, including a Public Use staff person and a Law Enforcement Officer for the Crystal River Refuge exclusively.
Allocate special endangered species funds for the Crystal River NWR.

The eradication of prairie dogs in the western grasslands of Conata Basin is a stunning example of government duplicity at the taxpayer's expense.
On one hand, USDA seeks to appease roughly 15 ranchers who claim prairie dogs and cows vie for the same grass. Government-subsidized ranchers want USDA Forest Service to poison up to two-thirds of Conata Basin prairie dogs.
On the other hand, U.S. Fish and Wildlife Service has invested 26 years and over $25 million taxpayer dollars to renew the black-footed ferret, among the most endangered mammals in North America. This program continues to release ferrets into the wild, including the largest population of about 300 ferrets in the basin.
I am disgusted USDA is set to undermine Fish and Wildlife by killing prairie dogs -- the black-footed ferret's primary sustenance. The extermination of prairie dogs is not only inhumane and excessive, it also undoes the ferret's comeback by wiping out 90% of their diet.
How can one agency save an imperiled animal, while another destroys the same animal?
Ranchers have already persuaded the forest service to exterminate prairie dogs on federal lands adjacent to their private property. The poisoning occurs annually. Now, USDA is poised to sabotage Fish and Wildlife's ferret reintroduction plan by poisoning even more Conata Basin prairie dogs.
The prairie dog is a key link in the Badlands/Conata Basin chain, where restoration of bison, bighorn sheep, black-footed ferrets and swift fox form a nearly inclusive Great Plains ecosystem. Conata Basin supports the only large black-tailed prairie dog complex on federal lands.
Cattle graze on almost 100% of national grasslands, whereas prairie dogs occupy less than 1%. I ask the U.S. government to stop killing prairie dogs.
Please do not spend taxpayer dollars on private-interest ranchers. Please do not transform public lands into slaughter grounds. Poison assures a painful death, with internal bleeding that may last as long as 72 hours. Poison also affects burrowing owls, rabbits, songbirds and more non-target species.
I urge USDA to invest in a non-violent, non-lethal approach to prairie dog control on interior lands. And while you're at it, preserve the black-footed ferret -- a species our tax dollars helped to save in the first place.

Dear Montana State and Federal Officials:
Once again, a global spotlight shines on Yellowstone National Park and Montana state for their hostile approach to wildlife management. Though this year's slaughter of America's last free-roaming bison is already underway -- I ask you to stop the roundup now.
The estimated 50 million buffalo who once ranged public lands have dwindled to fewer than 4,500 wild, genetically intact bison. And they all exist in Yellowstone National Park; elsewhere they are ecologically extinct. It is irresponsible to let Montana's Department of Livestock shape their fate.
Yet the Park Service seems to easily bow to pressure from Montana's livestock trade. Since 2/8/08, the agency has overseen the capture and confinement of 169 buffalo at the Stephens Creek bison trap within Yellowstone borders. All are destined for slaughterhouses, even 17 young calves among them.
I strongly urge federal and state authorities to defend our national heritage and uphold a policy of lenience toward a species vital to the area's ecological integrity.
The government's quarantine and massacre of our last migrating herd may appease state cattle interests wary of Brucellosis -- yet there are no documented cases of wild buffalo spreading this disease directly to cows. Elk, believed to spread brucellosis, are not systematically herded and killed. They roam freely, as the buffalo should.
Millions of U.S. tax dollars fund the killing of buffalo whose natural migration leads them in or near the Church Universal & Triumphant property, where less than 250 cows graze. Bison are also excluded from Gallatin National Forest lands, even though Congress once qualified this region as winter habitat for animals whose forage becomes snow-covered inside Yellowstone. Buffalo, the only wildlife restricted to Yellowstone, are killed for roaming into lower-elevation habitat in search of food.
The Park Service's job is to safeguard wildlife. The livestock industry's job is to protect its animals, including vaccination of all cattle against brucellosis. Please do your jobs so I may once again support tourism in Montana.

Dear Secretary Schafer, Representative, and Senators:
Electric prods shock the heads, necks, spines and rectums of animals crumpled on concrete. Their eyes blink, but their bodies are limp. Organs have begun to fail. Some have crushed bones, torn ligaments. Still, heavy chains drag them. Forklift blades toss their giant bodies as they moan in pain. Concentrated water jets are fired into their nostrils and throats.
These are downed animals. Suspended between life and death, they are forced to stand for inspection at slaughterhouses like the Chino, Calif.-based Westland/Hallmark Meat Co. Recent undercover video from Humane Society of the United States (HSUS.) depicts Hallmark workers who kick, ram, shock, harass, and even "waterboard" incapacitated cows.
The gruesome images are hardly breaking news. Downed animals are routinely tormented at stockyards and slaughterhouses. Hallmark simply got caught.
The breathtaking news is that it took a nonprofit welfare group to disclose flagrant violations of state and federal law. It took a guy with a hidden video camera to prompt the USDA's Food Safety and Inspection Service to conclude Westland/Hallmark Meat fails to function in compliance with laws instated to deter animal abuse and keep downers out of the food chain.
Now that this major supplier to U.S. school lunches has been exposed, 143 million pounds of beef have been recalled. An Office of the Inspector General inquiry could proceed to the Justice Department for criminal prosecution. FSIS inspectors have effectively closed the Hallmark plant. School districts and restaurants have purged Hallmark beef.
Yet these band-aid fixes don't address the bigger problem. The U.S. government must enact enforceable laws to ban the transport, marketing and slaughter of ALL downed animals for ANY purpose. I call upon Congress and regulatory agencies to:
* Pass the Downed Animal and Food Safety Protection Act (H.R. 661/ S. 394) which bans slaughter of downer cows, pigs, sheep and all "livestock."
* Require humane euthanasia for all downed animals. A current loophole lets immobilized animals suffer until they undergo USDA inspection. As evidenced in the HSUS video, animals are tortured as they await one of 7,600 inspectors charged with monitoring 6,200 processing plants nationwide.
* Forbid use of downed animals for "pet" and "livestock" foods.
* Pass the Farm Animal Stewardship Purchasing Act (H.R. 1726) to install basic animal protections (such as humane euthanasia of downers) for producers selling food to federal programs.
* Require mandatory training in methods that prevent animals from becoming downers in the first place. Temple Grandin, an American Meat Institute advisor, contends: "90% of all downers are preventable."
In 2004, USDA forbid the sale of downed cows for human consumption after the discovery of a Washington state dairy cow diagnosed with bovine spongiform encephalopathy (BSE). Plainly, USDA's interim rule is not working.
Please expand and codify USDA's ban to assure no commercial goods are processed from animals at risk for transmissible spongiform encephalopathy (TSE) and other dangerous foodborne pathogens. No suffering animal should be forced to stagger toward a kill floor for any reason.

Irish MEP 'Sean O Neachtain' has been part of a delegation to the European parliament to promote Canada's cruel seal hunt. He visited the parliament with fisheries and governmental delegates from Canada, the very ones who promote lies to the public and the media in order to reverse growing opposition to the hunt in Europe.
