Patrols
are back in the field, monitoring bison migration, and preparing for
another busy season as opening day for Montana's bison hunt
approaches. Wild bison are still prevented from accessing year-round
habitat outside Yellowstone'
s boundaries, so hunters participating
in this management scheme are simply assisting the Montana Department
of Livestock's efforts to eliminate native bison from the grounds that
are their birthright in Montana. The hunt will run from November 15 -
February 15. BFC opens our Gardiner camp this weekend as well, so the
eyes of the world will be watching everywhere wild buffalo roam.
As
we make ready for this coming season, we can use your help to ensure
that patrols have everything they need to stay warm, dry, fed and
effective in the field. Please visit BFC's Wish List for a list of items we are always in need of. Please make a tax-deductible contribution to support the hard work of BFC today.
In
this centuries-old range war, we are making progress for the buffalo

On Oct. 15, 50 cold Bostonians stood outside of Massachusetts General
Hospital to send a message to its president that the hospitals use of live
sheep in Advanced Trauma Life Support courses is cruel and unnecessary. During
the demonstration, we delivered your name along with the names of 9,200 others
who signed our petition in support of the hospitals replacement of animal
use.
Unfortunately, Mass General president Peter Slavin, M.D., ignored our
petition, and live sheep were used and killed in the Advanced Trauma Life
Support -ATLS- course on Oct. 19-20. But we are determined to keep the pressure
on Mass General until it has replaced this animal use. Please help us by calling
or e-mailing Dr.
Slavin today and urging him again to end this cruel and unnecessary
practice. Send an
automatic e-mail.

On our visit to Boston, our campaign picked up a lot of momentum. For two
hours, we passed out leaflets, held signs, and talked to passersby. We were even
joined by several Mass General employees who stood with us in support of our
cause. When we explained that Mass General is among only 5 percent of
U.S. institutions using animals for these courses, the reaction was
overwhelmingly in support of our message.
Please call or e-mail
Dr. Slavin today and ask that Mass General join the majority of institutions
that use simulation-based trauma training methods.
Thank you for all of your help.

Spain prepares for cruel

Dear Marc

Dog culls back with a vengeance
This
summer saw a return of Chinas shocking dog culls, with up to 40,000
dogs being brutally slaughtered on the streets of one city alone the
authorities in Hangzhong, Shaanxi Province, implemented a cull of all
dogs in response to a case of human rabies. But while the killing
continues, increasingly, there is hope. Following campaigning by
Animals Asia, the authorities in Qinghuangdao, Hebei Province decided
to abandon an imminent cull. Plans are now under way for a
ground-breaking workshop in Guangzhou and Hong Kong in December. This
will bring together Chinese animal welfare groups and Government
officials from provinces both involved in the culls and seeking to end
them. For more about the culls, please see here.
Goodbye little Franzi
Last
month we said goodbye to our much-loved "Franzi", who arrived at our
Moon Bear Rescue Centre in Chengdu in December 2002 in a cage so small
that it had severely stunted her growth. She spent almost 25 years on a
bile farm in that barbaric cage. This remarkable little bear amazed us
all over the years with her tenacity of spirit and incredible will to
survive. She also won our hearts with her funny, endearing traits and
insistence on doing things her particular way. It was her heart that
gave out in the end, but this brave little bear will always live on in
our hearts. Please go to Jill's Blog for our founder's tribute to Franzi and you can see Franzi's photo album here.

Please
help us convince the Vietnamese government to hand over 79 bears being
held illegally on farms at Ha Long Bay, Quang Ninh Province in Vietnam.
Despite constant appeals and lobbying to the authorities by Animals

the mercy of bile farmers. Were planning to deliver thousands of
letters from around the world to the Vietnamese Prime Minister in
November. Please join us and ask your friends to write also, so we can

An HSUS investigation at a slaughter facility in Vermont shows stomach-turning cruelty to veal calves.
As you can see in this video,
the plant's co-owner and other workers abused animals too weak to stand
in order to get them to their feet -- including in front of a USDA
inspector who watched but failed to stop the abuse. In one case, a
partially decapitated calf appeared to be still conscious. Another
scene shows a calf who appears to be conscious while skinned alive. Watch the video. (WARNING: Graphic Images. Video will not play automatically.)
The
people responsible for this sickening abuse must be held accountable.
But we also must examine the broader agricultural policies and
enforcement problems that lead to the mistreatment of young calves,
many of whom are too weak to stand and walk to their own slaughter. For
example, a regulatory loophole that allows downed veal calves to go to
slaughter provides a financial incentive for producers to abuse these
infant animals.
TAKE ACTION Please ask the U.S. Department of Agriculture to take prompt action to prevent this kind of abuse from ever happening again.

Like Kaput-D, Rozol causes prairie dogs to slowly bleed to death
and sets off a chain reaction of secondary poisoning
that can kill imperiled animals that are tied to prairie dogs on the
food chain -- including black-footed ferrets, swift foxes, eagles and
ferruginous hawks.
In recent weeks, weve been talking to you a lot about prairie dogs,
but the overarching issue here is the EPAs consistent failure to
fulfill its mission of protecting endangered species.
For too long, this powerful agency has been in the pocket of
agriculture and industry -- approving toxic chemicals that
taint our water, poison our wildlife and threaten our health and our
communities.
While were happy about the agencys recent decision to get rid of carbofuran
-- a highly toxic pesticide that has led to the deaths of millions of migratory
birds and other animals in the U.S. alone -- the EPA needs to do more to
protect wildlife and people from deadly poisons.
U.S. Fish and Wildlife Service officials submitted an 8-page letter
asking the EPA to consult with them before approving Rozol, but the
agency ignored this request and went ahead and rubberstamped it anyway.
Defenders is taking the EPA to court over its reckless -- and illegal -- decision to approve
Rozol for use in ten states across the U.S., and is calling on the
agency to fulfill its obligation to consult with state and federal
wildlife experts to determine how these poisons will affect endangered
species.
This November, a Private Member's motion in support of a
Universal Declaration on Animal Welfare (UDAW) is scheduled to be debated for
the second time in Canada's House of Commons. Sponsored by Michelle
Simson (MP for Scarborough Southwest) and seconded by Bill Siksay (MP for
Burnaby-Douglas), the motion had its first hour of debate on October 1st. It
reads as follows:
That, in the opinion of the House, the government should
support, in principle, the development of a Universal Declaration on Animal
Welfare at all relevant International organizations and forums.
Parliamentary support for UDAW would send a strong message to our
goverment that Animals Matter - to Parliament, and to the more than 70,000
Canadians who have signed petitions and sent letters on this issue. Please take a moment to
email
your MPnow (even if you have already emailed them in the past on this
issue) and urge him/her to support Motion M-354.
We
need to
get as many letters to MPs as possible before the vote: forward
this email, encourage as many people as you can to join you and stand up for
animal welfare in Canada.
A UDAW would
be a powerful catalyst for change inspiring the creation of national laws for
the prevention of cruelty to animals where they do not exist and encouraging all
nations to look for ways to improve their laws and standards for the prevention
of cruelty to, and proper care and treatment of animals.

Animal Control has been selling lost and stray cats to the Texas Tech
University Health Sciences Center, where they are used in deadly
medical training courses. Help these cats now!
In June of this year, around 34,000 stray and pet dogs were killed
in Hanzhong, a city in the northern Chinese province of Shaanxi. This
act was deemed necessary by city officials to halt an outbreak of
rabies in the province, and is a repeat of similar culls that have
taken place in six other provinces over the last three years.
Animal rights groups are rightly decrying this act and urging the
country to pass its first ever animal welfare laws, as well as
instituting plans to prevent rabies and provide responsible pet
ownership education. Read our featured petition below and learn how you
can increase the pressure on China to ensure the humane treatment of
animals.
Contact your U.S. Representative to Sponsor Great Ape Protection Act
We do not have the opportunity to pass good anti-vivisection
legislation often enough in this country. This year we have an
opportunity with The Great Ape Protection Act, H.R. 1326which would prohibit invasive research on great apes, including chimpanzees, bonobos, gorillas, orangutans, and gibbons.
This bill would prohibit the use of federal funds to conduct
invasive research on great apes, to breed great apes for the purpose of
use in research, and to transport great apes for the purpose of
conducting invasive experiments. In addition, this bill would require
the Secretary of Health and Human Services to provide for the permanent
retirement of all great apes owned or under the control of the federal
government that have been used for invasive research, finishing the
work begun with the Chimpanzee Health Improvement and Maintenance
Protection Act in 2000.
To date there are 87 sponsors for this legislation. In Texas, there have not yet been any sponsors for this bill.
We need your help to enlist the support of Texas Representatives as sponsors of this bill.
Take Action Please call or write to your U.S. Representative and ask him/her
to support the Great Ape Protection Act by becoming a sponsor. You can
use the NAVS Advocacy Center to send a letter or call their home office directly.
If your Representative is a member of the House Committee on
Energy and Commerce, it is even more urgent to gain their support for
this bill because the Committee can recommend moving the bill
forwardor letting it sit in committee without further action. Members
of the House Committee on Energy and Commerce are marked with an
asterisk (*).
It
is vital that the influence of pro-vivisection industry lobbyists is
countered by voices that speak out in defence of animals and for

Our hidden cameras expose what animal
researchers don't want the public to see. These cameras operate in scientific
institutions, including all of the major universities.
Half a million animals suffer and
die in Israeli laboratories every year and will end up as ashes. The vast
majority of the experiments have no application to human medicine.
We want to expose the truth to
people about what 21st century biomedical research looks like in Israel: out of
date, cruel, unscientific, wasteful and disgusting: row upon row of small cages
with rats, mice and rabbits some enclosed within steel cupboards like
household utensils; invasive procedures conducted on conscious, feeling
animals; removal of organs from still living animals, including embryos and
worse much worse. The public needs to know these facts and the animals need
to be spared these horrors.
In
addition to our undercover work, we study the published scientific articles
involving the actual animal experiments exposed using our hidden cameras. We
are continually shocked to find that researchers find new ways to torture
helpless living beings. Most of these studies fall under the category of
"fundamental research", which are responsible for immense animal
suffering, with no benefit to either human or veterinary medicine.

A member of the US Supreme Court, Antonin Scalia is in favor of illegal activities of promoting malicious animal cruelty and torture smut. He should not hold such position of power of decision as he is promoting illegal activities that embarrass the decent US Citizens.
Muslims, for example, find such media most appalling and disgusting-so saying these videos are okay does NOT promote world peace. Crush kitten/crush puppy and malicious animal torture videos (such as dog fighting) is a pure embarrassment to the United States; it gives the impression to the world that we as a nation are barbarians full of perverts. President Obama took a lot of time and effort to promote peace with the Muslim nations, so Judge Scalia's ruling is counter productive toward that goal.
-Malicious animal torture videos, which can be downloaded even by children (and they do out of curiosity) by countless websites across America, spreads deviant and Antisocial Personality disorders (as testified by the American Psychiatric Association), and promotes future serial killers, thugs, and violent criminals. Isn't America violent enough? FBI profiling also confirms animal torture leads to serial killing and violent criminal behaviors, and people watching such videos desensitizes individuals to do it in real life, for they learn to derive *pleasure* in torture and screams of agony. Human beings are the only species on earth that takes pleasure in torture and killing-but it's a learned behavior-so why are we promoting anti- social and violent behavior to sexual deviants who will also not hesitate to show these videos to their children. Also, minors download this smut out of curiosity, even upload them to such media sharing websites like YouTube.
America holds most of the world's serial killers (85% are here!), close to 17,000 people get MURDERED every year in America, and 30,000 people die of gun shot wounds-yearly. The pure violence in America is absolutely mind boggling. And here we have a Supreme Court Justice who says-ok, sure, fine, crush kitten, crush puppy videos, animal torture- it's all good!
Please demote Judge Scalia, and do not give him any position of power where he can promote a national embarrassment of low basic instincts and criminal activities. Please save our Country, protect our children from this horrific smut, and may God continue to bless America.
PLEASE SIGN MY COMPANION PETITION TO BAN MALICIOUS ANIMAL TORTURE, CRUSH KITTEN/CRUSH PUPPY VIDEOS!
pets are today. Pet owners nationwide were asked about the pet safety routines in their homes, and the results are alarming.
41 percent of pet owners reported that they have experienced at
least one pet safety emergency that required an emergency trip to a
vet. These emergencies included their pet being bit or attacked by
another animal (17%), having an allergic reaction (16%) or eating
something poisonous (7%).
11 percent of owners reported that their pet has been hit by a car,
which is the most common way pets break bones. 9 percent admit their
pet has attacked or bit another animal, and 5 percent say their pet has
attacked or bit a person.
With the Holiday season quickly approaching, 59 percent of owners
say pets are only a minor consideration when picking out Holiday
decorations. Even though 14 percent reported that their pets have
gotten into the decorations before.
The survey revealed that pet owners have some dangerous habits that
can lead to pet accidents and injuries. A quarter of pet owners give
their pets bones from table scraps, which can lead to choking or the
bones splintering in pets' throats or stomachs. 62 percent of dog
owners and 33 percent of cat owners let their pets ride in their cars
unrestrained, rather than placing them in a pet carrier. And 15 percent of dog owners and 7 percent of cat owners say they've left their pets alone in a car or truck.
Though safety emergencies appear to be common, the majority of pet
owners are not prepared. 54 percent do not have a fire evacuation plan
that includes their pets and only 20 percent have a pet first aid kit.
And even after Hurricane Katrina, when we saw pets stranded in the floor waters, 53 percent of owners do not have a natural disaster evacuation plan for their pets.
However, most pet owners (63% of dog owners and 53% of cat owners)
say they would be at least somewhat likely to perform pet CPR to save
their pet's life. Women were more likely to say they would than men
(65% vs. 50%).
How would you have answered these poll questions? If you want to learn more about how to keep your pet safe, check out the Pet Net Safety Event happening now!
Charles J. Rosciam is a retired captain
with the Navy Medical Services Corps a combat veteran and Purple
Heart recipient. He and 16 other retired armed forces medical
personnel are attempting to convince the Department of Defense (DOD) to
stop torturing and killing animals as part of its trauma training
program. Each year, in the name of national security and good
medicine, 8500 animals get stabbed, shot, burned and amputated. Over
in the chemical casualty program, vervet monkeys get tormented with
drugs whose effects have long since been banned on the field of battle. Captain Rosciam and his colleagues would like to see all that come to an end.
In June, the group joined with the Physician's Committee for Responsible Medicine (PCRM) to brief both the House and Senate on the issue. The DOD's own animal regulations
require that non-animal substitutes be used whenever possible. And,
according to PCRM, every one of the military's medical uses of animals
could be replaced with equivalent or superior non-animal methods. Those
methods range from human-patient simulators to rotations through
civilian trauma centers.
Here's a little bit of irony: Amidst all the controversy and
perseveration over detainee torture and whether such grotesqueries are
legal and/or acceptable given the heinous crimes the prisoners are
alleged to have committed, no one has stopped to consider why it is
okay to do all that and worse to beings whose innocence is beyond
dispute. Of course, in the larger scheme, innocence or guilt is
irrelevant; Torture is wrong no matter to whom it happens. And that's
precisely the point here.
When our former president said the United States does not torture,
he lied. When our current president says it, he`d like it to be true.

Australians could be forgiven for thinking that fishing
for shark fins is no longer permitted in our waters. Surely with such dramatic
shark population collapses around the globe, our Government would not permit
this unsustainable practice by our own fisheries?
Well they do.
Way up
north in the Gulf of Carpentaria, a major Australian fishery is currently
targeting high numbers of sharks, mostly for their fins, to service the shameful
international trade in shark fin. In spite of the national ban on shark finning,
a loophole allows sharks to be caught and their fins removed at sea, as long as
the body is not discarded.
The Queensland Department of Primary Industries and
Fisheries supports the export of shark fins from this fishery and ocean
lovers everywhere must make a stand.
Sharks are
inherently vulnerable to overfishing. Their life cycles are more like whales and
dolphins; sharks are slow-growing, late to mature and produce few young. Sharks
are also a keystone species and their removal has serious negative effects on
marine ecosystems. We must act
today.
It is totally unacceptable that
Australian fisheries participate in the grossly unsustainable shark fin trade.
Sign our petition and send your objections to the Queensland Government. And
please help spread the word.
We can stop this if we make a
stand.
Please pass this on to anyone who loves our
ocean wildlife.

CAPS expose zoo breeding tigers for circus owner October 2009
We skinned it. Cut the head off. Shoved it in a big hole
These
were the shocking words of a senior member of zoo staff talking to an
undercover CAPS investigator about the fate of a tiger on loan from the
owner of the Great British Circus.
Acting on a tip-off that Noahs Ark Zoo Farm, near Bristol, was running a breeding programme with owner of the the Great British Circus, a CAPS investigator secured a job at the zoo to find out more.
Tira, a week before she died
In
June, amongst a fanfare of publicity, the zoo received two female
Bengal tigers, Kushkja and Tira. They were followed shortly after by a
male named Tanvir.
No media reports mentioned where
the animals may have come from and all that zoo keepers would tell the
public was that they came from up north, from a private collection.
It
didnt take long for our investigator, Sarah (not her real name), to
uncover the truth. Keepers were well aware that the tigers, along with
the zoos camels, were from the owner of the Great British Circus on
breeding loan, with offspring to be returned to him. They were,
however, under strict orders not to tell anyone.
Tira
Tumkur filmed on the zoo's webcam
Tira
was already heavily pregnant when sent to the zoo and gave birth in
late July. Three cubs were stillborn and a fourth, named Tumkur, was
removed to be hand-reared by keepers.
Six weeks
after arriving, Tira died. The zoo claimed she had died from Feline
Infectious Peritonitis, resulting in organ failure, but as we were to
discover, a proper cause of death could not be confirmed.
Just 12 days after the death of his mother, the cub Tumkur also died.
Not
wanting the breeding programme to be disrupted, the zoo took delivery
of a third tiger in August, a male called Khan who was brought in to
mate with Kushkja.
Unless you saw the local press
coverage of the death of Tira and her cubs you probably wouldnt know
about this sad saga. The zoo removed all mention of the animals from
its website, despite the coverage it gave to them arriving, the
hand-rearing of Tumkur and the webcams that had initially been
installed in both Tiras enclosure and in the room where Tumkur was
bottle-fed every hour. It is as if they had never existed.
Tiras fate: her head in the freezer
Tiras fate
All
of this may provide an interesting insight into life and death in a zoo
but the most shocking was yet to come in conversations with the zoos
education officer, Catherine Tisdall. She is a qualified vet who,
although no longer practicing, keeps her hand in with cutting up any
animals the zoo wants to avoid the costs of sending to the Veterinary
Laboratory Agency (VLA). This was the case with Tira.
Tisdall
told our investigator Sarah that she did an examination of Tira,
although admitting that she did not take samples for pathological
study: All I could do was look at it and say what I thought. As such,
this was not a proper post mortem: it could not confirm why she died,
whether it was a infection, contagious disease or management problem.
Tira
then suffered the indignity of having her head and paws cut off.
According to Tisdall the tigers owner wanted them back, although
Sarah later came across the gruesome discovery of Tiras head in a
freezer.
Her skin is apparently to be hung from the ceiling of the staff meeting room.
Tisdall even admitted that burying the body on the zoo premises was illegal as it should have been sent for incineration.
Camel at Noah's Ark Zoo
Camels
Anthony
Bush gave an interesting insight to the camels at the zoo, who also
came from the circus and were to be trained. He explained how a little
girl called Helyne, co-owner of the circus, is an absolute master of
the camels and with Martin (Lacey, circus owner) trained tigers. Bush
had great advice for anyone wanting to train the male camel at the zoo:
You carry a little stick with you and threaten him with it.
Other concerns
Our
investigation raised many other concerns which we will report on this

relevant authorities, with calls for them to investigate fully.

ANIMAL HARM BY RADIO STATION POWER 96 THIS MORNING
I dont know if you have heard what the street low lives at the radio station Power 96 did this morning -specifically DJ Laz and his side kick Ivi and 2 other DJs. I really feel they should be reported to all the pet agencies, police and authorities incl. the FCC and fired - from the Program Director all the way down to the specific individuals at the morning show for ANIMAL CRUELTY and irresponsibility in their decisions that influence teen agers and today have involved an animal.
Those senseless twits wanted to see how many balloons it would take to lift a cat into the air and
the 2 morning DJs left back into the station leaving another 2 monsters outside tying balloons to the poor baby and when they reached 24 balloons, they went inside to get more it seems and tied the strings to something so the cat wouldnt fly away yet or get loose. Well when they came back , the cat and balloons were gone!!! Last report was that there were no signs of the cat and it had simply flown away or disappeared but they were leaning on the first option as the small cat was indeed already lifting off the ground attached to 24 balloons but they were told to see how many it would take for flight. I cant believe how sick and irresponsible they were and cruel!!! People are calling in, the DJ Lazaro has simply said it back fired and was not meant to happen and verified that it was not a stunt for publicity or sick joke.
I AM SOOOOOOOOOOOOOOOOOO OOOOOOOOOO MAD!!!!!!! I know not everyone likes cats and
there are in an abundance as strays HOWEVER they are still alive and breathing!!! !!!
Below is ALL the contact information. Please pass it along so they can be stopped and reported. If we all get together, they will finally have to learn a lesson. This isnt the 1st thing theyve done and it wont be the last. I dont care that DJ Laz is saying hes sorry and that it wasnt meant to happen. IT DID!!!! And his sidekick IVI is simply being sarcastic in her responses to the callers. WHERE ARE THE PROGRAM DIRECTORS & OWNERS????? Didnt they have to give their approval first for what these idiots did??????? WE NEED TO STOP THIS!!!!!!!
We just went through the poor cats being skinned and killed in Pine Crest, we didnt need for these monsters to give anyone ideas like they did this morning that would lead into other things &&&& not to mention what the poor cat is feeling
and going through ..

Can
you imagine a live goat being thrown in a pond and torn apart by young
men? Can you picture 7,000 young buffaloes being rounded up and killed
by a thousand drunk men carrying khukuri knives? A festival where
200,000 animals are killed to please a goddess? Public beheading of
countless young buffaloes and goats carried out by government and army?
Perhaps you cannot. However, events such as these take place regularly
in Nepal, a country where animal sacrifice is an important ritual to
the majority of the Hindu population. In 1780, Nepal outlawed human
sacrifice. Animals, however, are allowed to be killed to satisfy the
goddess Kali, and for other ceremonies. Mass sacrifice takes place
during different festivals, especially in Terai districts.
Not
everyone agrees to these practices. In fact, during Dasain, the largest
Nepalese festival during which hundreds of thousands animals are
killed, the media, religious leaders and the public at large
increasingly speaks out against animal sacrifice.
Our
aim is to make the public aware of these events, to raise awareness
about alternatives and ultimately to try to prevent cruelty conducted
in the name of culture or religion.

I
therefore urge the European Commission to stand by the legislative steps that
both the Portuguese and Austrian states have taken against the keeping and use
of wild animals in circuses and I furthermore urge the European Commission to,
together with the European Council and with the European Parliament, take a
joint legislative action to completely outlaw the keeping and use of both wild
and domesticated animals in circuses, while respecting and protecting solely all
the respectable and admirable circus arts which involve human artists
alone.
I also
wish to reiterate my support to the Portuguese and to the Austrian states for
taking such steps to protect wild animals and I can only urge them to extend
these measures to domesticated animals as well. Bolivia has banned the keeping
and use of both wild and domesticated animals, several states and municipalities
in Brazil have done the same, while Costa
Rica, Croatia, Israel and Singapore have complete bans on the use of wild
animals in circuses. Czech Republic, Denmark, Finland, India and Sweden have
banned the use of certain wild animal species in circuses, while Belgium,
Estonia, Hungary and Poland have also enforced some restrictions of the use of
wild animals in circuses. It is now time for the European Union to take the lead
in this matter by completely outlawing the keeping and use of domesticated and
wild animals in circuses. As an European citizen, I wish no less than that in
this field.
Looking
forward for your reply and thanking you in anticipation for your
attention,

Message Dear
Mr. President of the European Commission José Manuel

Dear
Commissioner McCreevy, European Commissioner for the Internal Market and
Services
CC
to:
The
Prime-Minister of Portugal, Mr. José Sócrates
The
Minister of Environment of Portugal, Mr. Francisco Nunes
Correia
The
President of the ICNB Portugal CITES Authority, Mr. Tito
Rosa
Excellencies,
I am
writing this message to express my fullest support to the Portuguese Government
new enacted laws which immediately ban the keeping and use of great apes in
circuses and which immediately ban the breeding and acquisition of new wild
animals by circus companies operating in Portugal, allowing them only to keep
the wild animals that they already lawfully held at the time of the coming into
force of such laws. In fact, to be more accurate, I deeply regret that the
Portuguese Government did not go further, banning the keeping and use of the
very wild animals that circuses in Portugal already hold, as well as the keeping
and use of domesticated animals, which also suffer tremendously in circuses and
should not be kept or used in such deplorable spectacles. However, I look at
these legislative measures of the Portuguese Government as very positive and
praiseworthy signs of concern for the plight of animals used in circuses,
particularly of wild animals, and so I wish to express my gratitude for the
taking of such legislative steps.
I have
in the meanwhile learned that, as they have done when Austria courageously
banned the keeping and use of wild animals in circuses, the European Circus
Association (ECA), which represents the circus lobby in the EU, has threatened
to take legal action against the Portuguese State for outlawing the keeping and
use of wild animals in circuses in the terms above mentioned. The ECA argues,
once again, as it has done with the Austrian case, that such a ban infringes the
article 49 of the European Treaty, supposedly violating the rules of the free
common market. However, I believe it does not, as no circus is banned from
performing in Austria or in Portugal they are only banned from using great
apes and from breeding or acquiring by other means new wild animals, in
Portugal, and from using wild animals in Austria, but circuses are free and,
furthermore, encouraged to perform with human artists who, unlike animals,
perform willingly wherever they want in the EU. No animal protection
organisation, and certainly not the Portuguese Government or the Austrian State,
oppose or seek to outlaw the circus activity as a whole the point is only to
end something that is objectively and necessarily cruel, wrong and a sad and
degrading anachronism: the bizarre, absurd and totally unethical use of animals
in circuses, where they should no longer be and where they should never have
been kept in the first place.
Please
send the suggested message below or write your own message, if you prefer to
the President of the European Commission and to the European Commissioner for
the Internal Market and Services, urging them to respect, support and recognize
as positive and a good example for the EU to follow the legislative measures
took by the Portuguese Government. Please copy Portugal´s Prime Minister, the
Minister of the Environment and the President of the Portuguese CITES Authority
into the message, so that they know that you are supporting the steps that they
took to end the use of wild animals in circuses. Please send your message to:

Government
established laws in Portugal which immediately ban the use of great apes in
circuses and lay grounds for the end of the use of wild animals in circuses
Please congratulate the Portuguese Government for taking this step and please
ask the European Commission to support the EU member states, such as Portugal
and Austria, which took measures to end the use of animals in circuses and also
to have the EU following their example
Following
years of education, awareness-raising, campaigning and lobbying work carried out
by ANIMAL, it finally happened. Since September 3rd, based on
a new law-decree established by the Portuguese Government, circuses operating in
Portugal can no longer keep or use great apes chimpanzees, gorillas,
orangutans and bonobos. The use of these animals is also forbidden in any other
spectacles.
As
from yesterday, another legislative decision of the Portuguese Government went
further: it banned the keeping and use of wild animals in circuses, such as
elephants, rhinos, hippos, lions, tigers, bears, primates, reptiles, ostriches,
among others. However, there is a regrettable exception: the wild animals that
the Portuguese circuses already legally held when this new bill came into force
(yesterday) will still be allowed to be kept and used in circus shows, but the
circus companies are now legally forced to prevent those animals from breeding
and can no longer acquire any new wild animals. The circuses have, as from
yesterday, 90 days to register all their wild animals with the Portuguese CITES
authority and those will be the only wild animals that they will ever again be
allowed to keep and use. This new bill means that the renovation of the
populations of animals kept and used in Portuguese circuses is
banned.
While
Portuguese circuses are now extremely nervous, saying that this means the end of
circuses, and have joined the European Circus Association in making preparations
to file a law suit with the European Commission against the Portuguese State,
alleging that this new law infringes the article 49 of the European Treaty,
supposedly violating the free internal market of the EU, ANIMAL has
congratulated the Portuguese Government for taking these measures and has only
regretted that these will not affect the wild animals (aside from the great
apes) which are already kept in circuses and it has also regretted that these
legislative measures leave domesticated animals away from its application. That
is why ANIMAL will continue to call the Portuguese Parliament to take
these measures one step further, by totally and immediately banning the keeping
and use of both wild and domesticated animals in circuses.
In the
meanwhile, ANIMAL needs your help to ensure that, now that the Portuguese and
European circus lobby will react against this with everything it has, the
Portuguese Government will stand by these legislative measures and that the
European Commission will not only respect the Portuguese State decision of
outlawing the keeping and use of wild animals in circuses, but will also
recognize it as a good example for the EU to follow, along with the one that
Austria had already established when it banned the keeping and use of wild
animals in circuses:
Change.org will not let me sign their petitions. It comes up as my name already exists and that I need to sign in yet I don't think I even have an account with them.
These magnificent animals are two of the most endangered species in
the United States, but instead of being protected, they are being
killed by the very government agencies that have been entrusted with
saving them.
The truth is, we can only stop the killing of jaguars and panthers with your help. Please contribute to our Big Cat Legal Defense Fund today. A generous cat-loving donor has pledged to match all gifts of $35 or more, so your gift at this level will be doubled.
The Center for Biological Diversity has been called the "lean,
green, endangered species machine" for good reason. We're all about
protecting imperiled wildlife and we're all about action. With a
93-percent success rate in court, we know what needs to be done for big
cats and how to do it:
Florida panthers are being forced out of their ancient home by an
endless sea of urban sprawl -- often run over and left to die on
brand-new roads pushed into their habitat. So we have filed a
scientific, legal petition with the U.S. Fish and Wildlife Service to
designate a 3.4-million-acre Florida panther reserve to keep them safe.
Macho B, the last known American jaguar, was needlessly killed
just months ago by government agents who had declared him and the
entire U.S. jaguar population "insignificant." So we are suing to bring
the killers to justice and ban all further capture and killing of
jaguars. We're also pushing the government to develop a recovery and
habitat protection program to ensure jaguars are able to safely return
to the United States.
The Center works across the country to stop the irresponsible
killing of endangered species. From condors in California, to lynx in
Minnesota, to sea turtles off the Florida coast and monk seals in
Hawaii, wherever endangered species are being driven to extinction,
we're there fighting to save them.
