If we don't want our country ruled by corporations, the last thing we'd want to do is form a corporation.
One possibility might be to NOT have a formal organization, just a loose grassroots network. Rather than donating money to a group, people would spend their own money on what THEY needed, and that shouldn't be much.
A website can be created on a free website hosting service like ning. No expense. Run by volunteers. No expense.
The referendum, once we have it worked out, could be downloaded, signed, and mailed in by anyone, or filled in online. Only expense the price of a stamp.
People who wanted to collect signatures could download copies of the referendum, grab and ironing board or a card table, and set up in front of a supermarket. No expense.
We'll need experts to work out the details of verification to make sure people really exist, are who they say they are, and don't vote twice or under fake names. But there are many such experts in the election reform and election integrity movement, and I'm sure some will donate their time because they've been working on this cause for years. Being experts, they already have databases. No expense.
If we run it out of people's homes, we don't need an office. No expense.
The votes can be displayed on the website. No expense.
If we don't form a formal group, we don't need to incorporate, get permits or licenses, etc., and if we have no income we don't have to pay taxes.
Citizen-owned means citizen owned.
Transparent means no secrets and nothing hidden.
Participatory democracy means that everyone has a real voice. So no matter how many people become involved the questions and answers remain the same:
Who owns it? We do.
Who's in charge? We are.
What are our goals? Government of the people, by the people, and for the people.

It really IS great to feel like we can finally say 'NO'. We've been politically molested and unconsensually abused for so long. No means no. It really, really feels good!
