Here is the translation:
The dog pound of Varese is kept going by volunteers of ENPA. The pound is now facing a very hard time. The
dilapidated building has been recently inspected by the vets of the local health bureau and it has been judged unapt to host animals. In fact the building is completely lacking some structures which, according to the regional law 16/2006 are essential: there is no kitchen, the food for the dogs has to be prepared outside and cannot be warmed, not even in winter when it freezes. There is no toilet facility for visitors, nor facilities for people with special needs. The building also completely lacks of any kind of heating; this in a pound set in a concave area, which during winter often reaces a temperature of -10 °C. Also, the nets are not following legal standards, and the dogs can easily jump them; the sewage system is not following legal standards; the steepness of the crates are miscalculated and when it rains the crates get flooded. Last but not least, since four years as the temperature goes under 0°C the water freezes in the pipes, so the pound remains completely without water: this means that the volunteers cannot be able to give some water to the poor dogs and to clean the crates, unless they bring water from their homes.
"The Municipality of Varese has ignored such serious shortcomings, which have been expressed also by the local health bureau, for years. This behaviour is very negative, and demonstrates how little importance the public administration of Varese gives to the welfare of the animals hosted by the Municipal pound." explains Sergio Sellitto, regional coordinator of ENPA Lombardy and commissioner of ENPA Varese "According to Italian Laws, the Mayor is the main responsible of the welfare of the dogs hosted by the Municipal pound. We therefore ask all the citizens of Varese and all the animal lovers to help us grant a basic welfare to the animals hosted by the pound, or to help the Mayor Attilio Fontana to take the final decision to shut down the building currently hosting the dog pound, and to move the dogs to a safer structure. Continuing to keep the animals in this unfit building forces the dogs hosted there to endure a life of hardship, which the efforts of the volunteer and the protectionists can barely manage to mitigate. Please help us to unblock this situation, so that our and your doggies can be spared from a terrible winter, which in the current situation would be fatal to many of them."
