Brittany, I signed the petition. It sounds most promising-comprehensive legislation that would give animals more legal status.*****I wonder if anyone might help me with a more personal animal issue. For personal reasons, I travel 60 miles round trip everyday for a singular purpose. I use the same road. I have been seeing a dog chained to a tree. He has a doghouse that looks like it's made of plywood but probably stronger. It seems too small for him but he fits in it. The house isn't even painted. His only shade is that tree but the heat here in Louisiana this summer has been hotter than usual. I contacted both of the only local animal agencies in this area. One never returned my call and I left all the details on the answering machine they requested. I called the same animal society several weeks later to explain again that I feel the dog is not receiving adequate treatment by the owners. I gave my phone number and asked for feedback. Again, silence from them. I then turned to the other society. I spoke with a girl. The first time she misunderstood my directions but saw a dog in similar straits. The owners are working with them and cooperating. However, she finally figured out where my dog was and no one ever answers the door. She's left several messages but the owners don't call or contact her. The owners don't live in a mansion but from the type of home they have, it's obvious they could afford to give this dog some type of housing that would be better suited to his needs. I have exhausted everything I can do locally. I am very concerned about this poor creature. Does anyone have any suggestions?

My best suggestion is to go to peta.org and they have a help center where you can ask for help on exactly these type of issues.  I know you may not like peta but they are really good at coming up with non-radical solutions for things like this.  I hope I helped a little.
