Possibly, the real reason (from todays perspective) is a pretext or excuse policy, the PentaGram would cut funding in defense and therefore would have to refrain from a war against The Iran.
Another version of the situation as it could be real that the Yanks are panicking because of the many fires on the planet they have kindled can not all operate the same time, because they lack the necessary soldiers with fighting spirit.
And as most U.S. soldiers know by now they are just cannon fodder in a game where it's not about democracy and freedom but only about economy and, of course to enforce interests of global powers, speak full spectrum dominance aka NWO aka Globalization.
Secondly, Russia is increasingly uncoupling from the imperialistic way of destruction and works against it, thus forming a strong countries back-up for those, want, but alone are too weak, to detach themselves from the system.
My conclusion:
The Empire is losing support among the masses, so even in their own ranks, such as the soldiers who would ultimately have to fight the wars for the benefit of Global operating corporations.

So at this point, the idea of wars, serving exclusively the Globalists will not cease that quick, as we see the unholy alliance called the NATO war machine still employed as a criminal tool of the Western Arrogance...
Only the tactic will change as we see in the insidious warfare against Syria when even rabid Zionists and paid radical Islamist mercenaries (Saudi Arabia and Qatar) under the control and financing of the USSA, Qatar, Saudi Arabia, France, Turkey, Jordan and Britain (forgot one ?) join forces to defeat Syria for the goal to conquer it’s enormous natural oil (shale) resources and eventually create s.c. 'The Greater Israel'.
