Start with a cage containing five monkeys.
Hang a banana on a string and put stairs under it.
Soon will be a monkey trying to climb the stairs to get the banana.

Once the monkey touches the stairs, you squirt all the monkeys with cold water.
After a while, another monkey tries to climb up the stairs - the same result:
All monkeys are getting a cold shower.
A short time later, none of the monkeys will try more, climb the stairs.

Turn off the cold water from now on.
Take one monkey from the cage and replace it with a new one.
The new monkey sees the banana and wants to climb the stairs.
To his surprise, and to his horror, all the other monkeys attack him.
He tries again and finds that he is beaten up every time he tries to climb the stairs.

Next, take another of the original monkeys from the cage and replace him with a new one. The New goes to the stairs and is attacked.
The newly arrived monkey before him makes this punishment with enthusiasm.

Now replace a third original monkey with a new one, then the fourth and fifth.
Every time each of the new attempts to climb the stairs, he is beaten up.
In the end, no one knows why it is not allowed to climb the stairs and why they are participating in the beating action of the newcomers.

After all the original monkeys are replaced by new ones, there is no monkey has ever been sprayed with cold water.
Nevertheless, none of the monkeys will ever again try to climb the stairs to get the banana.

Why not ?

Because, as far as is known, it has always been this way.

And that is the reason why the government policy remains as it is.
