I want to express my deepest indignation because of the recent campaign, launched by the government of Belgrade, against stray dogs.
About six months the government started to capture and transport all strays to pounds, their destiny being unknown.

I ask the Serbian government to respect the European Convention for the Protection of Animals, ratified on July 2011; stop immediately and definitely the mass euthanasia and start launching the catch-neuter-return programs in all of Serbia. I also ask to improve conditions in those shelters and to promote adoptions!
Show to the world that Serbia is respectful, civilized and humane towards animals, like other European countries.

I want to protest against the new Regulation 41 that allows keeping up to 15 dogs in 45 square meters (3 m2 per dog) like in concentration camps, where dogs will die because of illnesses or even because of fights due to overcrowding.
I ask you to start a Catch-Neuter-Vaccinate-Return program in each Bulgarian municipality, a program which has been adopted for a long time by more advanced countries in Europe and has proven itself to be less expensive and more efficient.
I’m shocked to know that Bulgarian citizens hate and don’t respect strays, so they often burn, poison and shoot dogs and cats, without being punished for this kind of extreme cruelty.
Please introduce also programs to educate people to don’t abandon their pets and to neuter them.
Please, do whatever is in your power to stop this massacre and show that Bulgaria respecst and takes care of it’s animals, like a civilized country.

· THE DRAMMATIC SITUATION OF SERBIAN STRAYS
In the whole Serbia the situation of stray animals is terrible.
In fact, all Serbian city pounds use euthanasia to solve the problem of stray dogs, without caring that it is also absolutely illegal because, on 1st July 2011, Serbia ratified the European Convention for the Protection of Pet Animals.
It seems that public firms and their veterinaries receive public money for keeping and caring the caught dogs and cats, so veterinary inspectors don’t punish owners that abandon their animals, because of economic interests.
Pozega, about 200 km from Belgrade, is a sad example of the Serbian situation. There is a city pound called “Nas Dom”, meaning “Our Home” directed by the municipality, which collect dogs from eight other municipalities.
Here, dogs have really bad treatments and they being killed every 7-10 days, especially on Friday and sometimes on Wednesday. Local animal activists could enter in this “killing station” just two days a week and it’s forbidden to take photos. They testify that the personnel use rake to bring dogs in and out of the cages and that they also kick and hit dogs with rakes.

BULGARIA: GROWING HATE OF POPULATION AND GOVERNMENT TO STRAYS
On the 29th March, an 87 year old man was attacked by stray dogs in Bulgaria and few weeks later, he died. As a reply to this horrible accident, the media attention was focused on the tragedy, inciting population against all strays.
To calm and ease off the citizens and satisfy the masses, the Minister of Agriculture and Foods announced modifies to the national law of animal protection, considering the law in force, which acts the Catch, Neuter, Vaccinate & Return program, not helpful and resolving.
Modifies to Regulation 41, proposed by the Minister of Agriculture, permit to keep up to 15 dogs in only 45 square meters (3 m2 per dog). This overcrowded condition will lead to constant fights and diffusion of illness, degenerate into death. The Prime Minister agreed to meet Animal Rescue Sofia, OIPA member league, and other ONG to rewrite the regulation together. Then, Animal Rescue Sofia received a statement from the director of the National Food Agency Yordan Voynov, informing that they reject the text they wrote together with the NGOs.
After the incident of Malinova Dolina, furious and scared citizens spread poisons and start to kill strays.
Many dogs were found dead in suspicious circumstances by citizens, like the case of a man who founded 22 carcasses of dead wild animals and dogs while he was walking with his dog near the river Iskar. Some carcasses was beheaded, others were bounded and some was burned.

DANGER FOR STRAY DOGS IN ALBANY
In Albany, after complaints received by many people, the Major of Perrenjas decided to kill the fifty stray dogs of Perrenjas, declaring that he must defend the citizens. An OIPA member league called ARA, Animal Rights Albania, met the major Bajazet Karriqi and discuss about the possibility to save those dogs. By the way, ARA started its program to sterilize all dogs of Perrenjas.

CAPE VERDE: ALERT FOR STRAY ANIMALS
Cape Verde: white beaches, beautiful sea and luxuriant vegetation: a paradise for humans but a real hell for stray animals.
The government captures animals and, if nobody took them within three days paying a substantial tax, they become property of the Municipality, so they can kill them with the stricnina, a terrible poison that lets they die after hours and hours of suffering.
SIMABO, an OIPA member league that acts on the São Vicente’s island, gets a funding from the European Union, thanks to a project based on the mass sterilization of strays and sensitization and education programs for the local population. However, the government of Cape Verde still refuses any deal to protect animals, endangering the project and the funding.

Three Million stray dogs in Romanian dogs face death as a form of population control while it is more humane, and economically logical, to spay and neuter the animals.
One unspayed female dog, her mate and their offspring can produce up to 67,000 dogs in only 6 years.
The price to spay one female dog certianly outweighs the price to hired a dog-catcher to catch 67,000, and euthanize them.
We ask Romania to find humane and economically sound solutions and stop the senseless mass killing of dogs.
