The Older Americans Act authorizes a new National Center on Senior Benefits Outreach and Enrollment to focus on finding and enrolling low-income seniors and people with disabilities in the needs-based public benefits for which they are eligible. To begin the work of the Center, first year funding of $4 million is needed in the pending FY 2007 appropriations bill.

P&A/CAP System
The P&A / CAP System
The Protection and Advocacy (P&A) System and Client Assistance Program (CAP) comprise the nationwide network of congressionally mandated, legally based disability rights agencies. P&A agencies have the authority to provide legal representation and other advocacy services, under all federal and state laws, to all people with disabilities (based on a system of priorities for services). All P&As maintain a presence in facilities that care for people with disabilities, where they monitor, investigate and attempt to remedy adverse conditions. These agencies also devote considerable resources to ensuring full access to inclusive educational programs, financial entitlements, healthcare, accessible housing and productive employment opportunities. CAP agencies (many of which are housed within P&A offices) provide information and assistance to individuals seeking or receiving vocational rehabilitation (VR) services under the Rehabilitation Act, including assistance in pursuing administrative, legal and other appropriate remedies.

This guide was written to provide technology resources that increase access to computers for people with disabilities. The focus here is on low-cost and no-cost on-line resources, organized by category. We believe they will be extremely useful for multiple audiences, primarily: 1) community-based organizations wanting to provide access to technology for people with disabilities; 2) individuals with disabilities or their family members; 3) service providers working with assistive technology.
The resources included here are easy to obtain and can provide options for people with disabilities. Testing these tools can give people an idea of what they can do with technology. For some people, these options will be enough to provide the access they need. For others, these tools will not be sufficient. They will need more sophisticated access tools in order to use a computer.
There are laws and funding channels designed to provide assistive technology tools and services within the education, rehabilitation, social security, and insurance systems. Many people with disabilities are eligible for services within one or more of these systems and we encourage people to check into all appropriate options.
