INDONESIA: PUBLIC SECTOR EMPLOYEES SUSPENDED 
FOR GOING ON STRIKE!

PSI is calling on its affiliated organisations to send letters to President Susilo Bambang Yudhoyono of the Republic of Indonesia protesting against the summary dismissal and suspension without pay of members of Serikat Pekerja PT. Angkasa Pura1 trade union, a PSI affiliate. The workers in question have been victimised as a result of their participation in strike action on 7-8 May 2008. 

PSI understands that this is the first public sector strike to take place in Indonesia and that workers in other public services and state-owned enterprises are awaiting with interest the final outcome of the union’s actions.

Background
Angkasa Pura 1 is the airport traffic service and airport company in Indonesia. It controls 11 airports in the Eastern Area of Indonesia Islands. It used to be a state company but in 1993 the government turned the company into a public enterprise or state-owned company. In 2003, workers in Angkasa Pura 1 formed their own union instead of joining the Government Employees Association and began negotiating the first Collective Bargaining Agreement (CBA). A second CBA was negotiated in 2005, but the management of Angkasa Pura 1 has unilaterally varied the terms of the agreement including on pay, pension entitlements and health and retirement allowances.

Despite numerous attempts over the past 3 years by the union to resolve the dispute through negotiation, including mediation, the management of Angkasa Pura 1 continues to refuse to implement the CBA in full. Furthermore, the management has placed increasingly tighter restrictions on the union’s activity, intimidating and threatening union activists. 

Although the union took steps to ensure the maintenance of services directly related to the safety of human lives during the strike, the management reacted to the strike by immediately dismissing one employee for “violating a disciplinary action, by holding a strike and ignoring his obligations to serve the public”, and suspending seven others for three months without pay for allegedly “lanning, provoking and mobilising other employees which resulted in hindrance to the smooth and safe airport operation of PT. (Persero) Angkasa Pura 1”.

The dismissed employee is Mr Arif Islam, Chairman of Angkasa Pura 1 union, Sepingan branch. 
The suspended employees are:
1. Ms. Sulistiani, General Secretary, Serikat Pekerja PT. Angkasa Pura 1 (SPAP 1)
2. Ms. Sri Rejeki, Head of Human Resources and Development, (SPAP 1)
3. Ms. Milda, Headof Legal Department, (SPAP 1)
4. Ms. Asnawaty, General Treasurer, (SPAP 1)
5. Mr. Trijono, Chair of head office branch
6. Mr. Effendy Sulistiono, Secretary of head office branch
7. Mr. Florentinus Subandi, Field Coordinator for head office branch.

Management has continued to intimidate union members by blocking access to computers and several workers who took part in the strike are facing interrogation by Internal Affairs Security.

PSI is asking its affiliated organisations to write letters of protest to President Susilo Bambang Yudhoyono calling on the government of Indonesia :

  • to immediately re-instate the dismissed and suspended employees with back pay and; 

  • to abide by its obligations under international law to guarantee the fundamental rights to freedom of association and freedom of expression; 

  • to ensure that trade unionists can exercise those rights free from intimidation, harassment and victimisation.

Stockholm on March 6, 2008. She was to receive the Olaf Palme
Prize in recognition of her leading role in the One Million
Signatures campaign for women's equality in Iran. However, on
March 3, airport security officials removed her from a flight
about to take off from Tehran's international airport, seized
her passport, and served her with a summons to appear in court.

Congress is currently debating a bill that would extend expiring
trade benefits that help the countries of Bolivia, Colombia,
Ecuador, and Peru. In these countries, half of the population
lives in poverty, with the poorest 10 percent surviving on less
than 1.4 percent of the national income.

Please tell Congress to support trade preference legislation.

For more than 15 years, trade preferences have created millions
of jobs and made it possible for Andean countries to export
products like clothing, jewelry, cut flowers, and asparagus to
the US duty-free. The law is set to expire on Feb. 29, and if it
does, the jobs it has helped create could be lost. It is
critical that Congress support trade preference legislation.

Some in Congress want to limit and ultimately shut down this
program, but there is bipartisan support for a 10-month
extension for all four countries. We need your help today to
ensure that your senators support an extension of the Andean
Trade Preference Act. While we would like a longer extension, it
is important that the Senate not let this critical law expire,
which would threaten the jobs of millions of poor people in
South America.

Israel's national labour center Histradut is giving full support to workers
at Tel Aviv's Ibn Gvirol street branch of the international coffee roaster
and restaurant franchiser Coffee Bean, where workers have been on strike
since January 22 against a union-busting management. Coffee Bean, originally
a US-only roasting and coffeehouse chain, now operates over 500 outlets (270
direct owned) in 15 countries in the USA, Middle East, Asia, and Australia.

the fatal poisoning of the human rights activist Munir. The
Indonesian Supreme Court has just reversed its acquittal of an
off-duty copilot of the murder, sending him back to jail for 20
years.

But the mystery has only been partly solved. Three employees of
the state airline have now been charged and one convicted. But
why would airline employees want to kill a human rights lawyer?

On Monday, January 28, President Bush will lay out the
priorities for his final year in office during his State of the
Union address.

I'm asking him to make the needs of Iraq's 4 million refugees
and displaced people a priority - and to tell us how he plans to
fulfill the United States' moral obligation to these refugees.

More than 2 million Iraqis have fled their country, and more
than 2 million more remain in Iraq but have been forced to leave
their homes. All live in despair, fearing violence and
persecution, and struggling to find food, shelter, and medical
care. The humanitarian crisis is growing as the refugees'
savings are depleted, but President Bush has virtually ignored
their plight. Not once has he publicly acknowledged this grave
humanitarian crisis.

Please join me in urging President Bush to lead the
international response to this crisis by committing to help
Iraq's refugees during his final year in office. Tell him to

Right now, decisions by the U.S. Supreme Court and federal
agencies have created uncertainty about whether certain waters,
such as wetlands and tributary streams, will remain protected by
the Clean Water Act. I'm joining Earthjustice, the law firm for
the environment, in urging the EPA to revise a guidance they
released in June which could further eliminate clean water
protections. Public comments on this policy are being accepted
until January 21.

I'm standing up to fight this because I believe that all waters

The government of Sudan is doing all it can to prevent
peacekeepers from fully deploying on the ground in Darfur.
Sudan?s hostility towards UNAMID, the hybrid United
Nations-African Union peacekeeping force, recently peaked when
the Sudanese army opened fire on an UNAMID convoy in Darfur.
This is unacceptable.

In authorizing UNAMID, the Security Council tried to end the
violence in Darfur and ensure that lifesaving humanitarian aid
can be delivered to the region. However, Khartoum continues to
block the force's deployment at every opportunity. This
obstructionism is unlikely to stop without further action from
the Security Council and strong pressure from Sudan's biggest
ally, China.

Please join me in urging China to publicly apply pressure on the
government of Sudan to stop impeding the full deployment of
UNAMID in Darfur. If Sudan continues to obstruct, China should
support targeted sanctions by the Security Council against
Sudanese government officials, including President Omar
Al-Bashir.

Polar bears are in trouble. The melting of the Arctic is killing them. Some are already starving and drowning. If global warming is allowed to continue, the Arctic will be entirely ice-free during the summer, dooming polar bears to extinction.

But as you may have seen in the news over the past few days, federal bureaucrats are illegally delaying a decision to protect the polar bear under the Endangered Species Act. Meanwhile they are fast-tracking Arctic oil drilling while the bear remains unprotected!

The Center for Biological Diversity and our allies are preparing to go to court to force the administration to finalize the Endangered Species Act listing. But we need your help as well. Polar bears need a massive groundswell of public support to show that people are watching and will not tolerate delays, denial, or political game-playing.
