We as caring citizens of the world, being of global groups for animals. Ask you and Congress to enact an automatic fine of $3000. For each animal put to death due to abuse or neglect. If a child under 18 years commits the abuse their parents must pay the fine. Money collected from fines are to go to animal shelters, to help pay for free spray and neuter of animals and the animals proper care. We the undersigned are appalled with the amount of abuse going on in our world. Make it hurt to abuse. People will pay attention if it affects their pocketbooks. Thank-you

Imagine if you will, a town where city kennel workers catch all dogs, abandoned or not, to kill them or torture them - or to do "experiments" like cutting off their ears, to see if another dog breed's ears will grow - they've even taken your little daughter's pet dog, you saw it with your own eyes - and now, it's nowhere to be found. Imagine you live in a place where dogs and cats are hung by their necks in the streets, for being a nuisance and no longer pretty. Where animals have such low considertaion that leaving them to rot and endure a slow agonizing death, eaten away by maggots, in any corner, is an everyday matter of fact. Where animal rapers, batterers and torturers have no more concerns about their deeds, than going shopping or taking a walk in the park.
Imagine a country where the military regular training program includes stabbing a dog to death in cold-blood and then eating its entrails, because "that's how the american military taught us to train boys into men who can kill!"
A country where in any town, if a dog gets runover in a busy street, chances are the driver will get out of the car to spank the animal to death, and then go on his way, without thinking twice about it.
No, alas, it's not imagination, this town exists in a country where all the cities and towns and countrysides are like that: it's called Bolivia, it's in South-America and that's the way things are there, because - there aren't any laws protecting animals in Bolivia, so... it's not a crime to abuse animals!
