Please help the dogs of "SOSCoky" - the Canile of Santa Maria di Castellabate, Campania, Italy - in signing our petition. The area of the Canile is placed at a former rubbish-ground without infrastructure. There is no electricity and water. Many of the dogs are sick - suffering of Leishmaniose, Ehrlichose or other diseases. There is a new bill being introduced to the California Assembly –
FACT:
According to shelter statistics from the fiscal year July 1, to June 30, 2006 the Madera County
shelter took in a total of 8,436 animals. Of those 1,296 were adopted, 1,159 went to other rescue groups, and 5,071 were euthanized or destroyed.

"This number is continuously climbing each year," Gross said. "That's way too many that don't make it. In spite of all our efforts, 5,000-plus animals still lost their lives here in 2006."

On average Madera county shelter takes in at least 650 animals each month. This includes animals abandoned, captured by animal control officers or those dropped off at the shelter at all hours of the day and night. The shelter has room to house 150 animals, and has an average euthanasia rate of 70 percent.

My Friends, this is ONE SHELTER that I and many rescue groups work with. There are literally HUNDREDS just like this one. Killing over 500,000 HEALTHY, ADOPTABLE dogs and cats in California. Millions around the country.

WE CAN DO SOMETHING. The new bill AB 1634, will mean that all pets must be spayed or neutered.
There are of course exceptions that make sense.
BUT TO HELP US... YOU CAN EMAIL:
Emails should have as the subject line: In Support of AB 1634, the California
Healthy Pets Act and state your reasons why s/he thinks it should become law. It is critical that letters be supportive of AB 1634 without being confrontational or negative in their tone.

TIMING IS CRITICAL. There is a hearing set for March 10 for the Assembly Business and Professions Committee. AB 1634 must have enough support at that hearing or it will be endangered at best. There has been a huge amount of opposition for the bill, - BREEDERS – and they are
making their views known. We must do the same. THE TIME TO ACT IS NOW.

Division 105 of the Health and Safety Code, relating to
pets. LEGISLATIVE COUNSEL'S DIGEST AB 1634, as introduced, Levine. California
Healthy Pets Act. Existing law sets forth provisions relating to veterinary
publichealth and safety and provides for or regulates spay, neuter, andbreeding programs for animals. This bill would prohibit any person from owning or possessing any unaltered cat or dog over the age of 4 months, unless that person possesses an intact permit, as specified. The bill
would establish anintact permit fee in an amount to be determined by a localjurisdiction, as defined, and would require the revenue from thesefees to be used for the administration of the local jurisdiction'spermit program. The bill would make a violation of these provisions punishable by a prescribed fine. The bill would require all revenues derived from these fines to beused for funding free and low-cost spay and neuter programs, andoutreach efforts for these programs, which would be required to be established by each local animal control agency, to the extent that funding is available, and for the enforcement of these provisions. By increasing the enforcement
responsibility of local agencies,this bill would create a state-mandated local program. The California Constitution requires the state to reimburse localagencies and school districts for certain costs mandated by thestate. Statutory provisions establish procedures for making
that reimbursement. This bill would provide that no reimbursement is required by thisact for a specified reason.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. This act shall be known and may be cited as theCalifornia Healthy Pets Act. SEC. 2. Chapter 9 (commencing with Section 122336) is added toPart 6 of Division 105 of the Health and Safety Code, to read:
CHAPTER 9. SPAY AND NEUTER PROGRAM FOR CATS AND DOGS Article 1. Definitions 122336. For purposes of this chapter, the following definitionsshall apply: (a) "Alter" means to spay or neuter an animal, as performed by aCalifornia licensed veterinarian. (b)"Intact permit" means a document issued annually by a localjurisdiction that authorizes a person
to own or possess within thatlocality an unaltered cat or dog. (c) "Local animal control agency" means the municipal or countyanimal control agency or other entity responsible for enforcinganimal-related laws. (d) "Local jurisdiction" means any city, county, or city and county. Article 2. General Provisions 122336.1. (a) A person shall not own or possess within the stateany cat or dog over the age of four months that has not been spayed or neutered, unless that person possesses an intact permit, asdefined in subdivision (b) of Section 122336. (b) Any person who violates subdivision (a) shall be subject tothe following: (1) Unless paragraph (2) applies, a person in violation ofsubdivision (a) shall have his or her cat or dog spayed or neuteredwithin 30 days from the date of compliance as required under this section or Article 3 (commencing with Section 122336.2), whichever isapplicable. (2) If a person in violation of subdivision (a) provides a letterfrom a California licensed veterinarian indicating that due to age,poor health, or illness, it is unsafe to spay or neuter the cat or dog within 30 days from the date of compliance under this section orArticle 3 (commencing with Section122336.2), whichever is applicable, and indicating that arrangements have been made to alterthe cat or dog within 75 days from that date of compliance, he or sheshall have his or her cat or dog spayed or neutered within that 75-day period. (3) Any person who violates subdivision (a) shall, for each animalfor which a violation has occurred, be subject to a civil penalty offive hundred dollars ($500) for each applicable period of noncompliance, as set forth in paragraphs (1) and (2). This penaltyshall be imposed in addition to any other civil or criminal penaltiesimposed by the local jurisdiction. (c) Any fines imposed under subdivision (b) shall be waived by thelocal jurisdiction if the person in violation provides proof that his or her cat or dog has been spayed or neutered by a Californialicensed veterinarian or provides proof that he or she has obtainedan intact permit for the cat or dog. Article 3. Permits 122336.2. (a) A local jurisdiction shall issue an intact permit,as defined in subdivision (b) of Section 122336, if all of thefollowing conditions are met: (1) The cat or dog
is registered as a purebred with a pedigreewith any of the following organizations: (A) The American Kennel Club. (B) The United Kennel Club. (C) The American Dog Breeders Association. (D) The International Cat Association. (E) A recognized registry approved by the local animal
controlagency. (2) The dog is appropriately trained and meets the definition ofguide dog, service dog, or signal dog, as set forth in subdivisions(d), (e), and (f) of Section 365.5 of the Penal Code. (3) The dog is documented as having been appropriately trained and actively used by law enforcement agencies for law enforcement andrescue activities. (4) The owner of a cat or dog provides a letter to the local jurisdiction from a California licensed
veterinarian stating that due to age, poor health, or illness, it is unsafe to spay or neuter the cat or dog. This letter shall include the veterinarian's license number and shall be provided, upon request, to the local animal control agency. (b) An unaltered cat or dog for which an intact permit was issued who ceases to meet the requirements of subdivision (a) is subject tothe spay and neuter requirements set forth in Section 122336.1. (c)The amount of the fee for an intact permit shall be determinedby the local jurisdiction, and shall
be no more than what is reasonably necessary to fund the administration of that jurisdiction's intact permit program. Article 4. Funding 122336.3. (a) To the extent that funding is available pursuant to this chapter, a local animal control agency shall establish a free and low-cost spay and neuter
program for low-income individuals. The agency shall undertake outreach efforts to inform qualified persons about these programs. (b) All fines collected pursuant to paragraph (3) of subdivision (b) of Section 122336.1 shall be used for funding free and low-costspay and neuter programs and
outreach efforts in the jurisdiction where the violation occurred, and for the enforcement activities setforth in Article 5 (commencing with Section 122336.4). Article 5. Enforcement 122336.4. A local animal control agency shall be responsible forenforcing and administering this chapter. SEC. 3. No reimbursement is required by this act pursuant toSection 6 of Article XIII B of the California Constitution because a local agency or school district has the authority to levy service charges, fees, or assessments sufficient to pay for the program orlevel of service mandated by this act, within the meaning of Section17556 of the Government Code.

Las Vegas Shelter Closes..Animals Need Help

LAS VEGAS -- The Lied Animal Shelter, a regional facility in Las Vegas, has closed its doors in an unprecedented move after a deadly outbreak of epidemic proportions of parvo, distemper and feline panleukopenia.

The shelter needs help in the way of donated blankets and towels. Officials are regrouping to see what other needs they have, including a foster program and the possible need for volunteer veterinary technicians. To volunteer to foster dogs and cats still arriving daily at the shelter that have not been exposed to disease, contact information is at the bottom of this story.

Because Lied is contracted by Clark County and the cities of Las Vegas and North Las Vegas, animal control officers are continuing to drop off strays, but no owner turn-ins are being accepted.

Before it shut down, more than 200 animals a day were received at the shelter, which is privately run. Its clinic provides low-cost vaccinations and spays and neuters to the public, all of which have temporarily halted. Adoptions are on hold as well, as is pet licensing, which the shelter also handles.

Because of the rampant spread of disease, hundreds of dogs and cats in the lost-and-found areas of the shelter at North Mojave Road have in recent days been put down. To make room for the continuing daily intake of dogs and cats, adoptable animals could also be put down, according to Diane Orgill, executive director of the shelter.

Incoming dogs are temporarily being housed in bungalows not attached to the shelter, and cats are being housed inside shelter rooms not contaminated.

The shelter, which originally opened in 1978 to serve the cities of Las Vegas and North Las Vegas, has been overcrowded since it began in July 2005 taking in dogs and cats from the unincorporated area of Clark County.

Breed specific rescue groups were contacted the evening before the shelter closed, advising them of dogs to pick up.

One rescuer, Oli Lewis, the southern Nevada representative for the St. Bernard Rescue Foundation, arrived the next day to rescue three St. Bernards.

“To walk past all those dogs on the way to getting my Saints out of there killed me,” she said. “I wish I could have taken more.”

Because some dogs and cats were dying inside the shelter, officials called the Humane Society of the United States for evaluation.

The move to shut down and also do mass euthanasias was a last resort, Diane said. That decision was made after a team put together by HSUS made the recommendations to shelter officials three days ago. Veterinarians from the University of California, Davis, accompanied by HSUS inspectors to the shelter.

“(The euthanizations) are being done to stop the spread of disease,” Diane said in a telephone interview. It’s a difficult time and not something employees wanted to happen, she noted.

A three-day plan of action, put together by HSUS, was immediately put into effect, which meant the euthanasia of any dogs and cats showing symptoms, she said. Employees, since the shelter shut down, have been assigned rooms where they are bleaching, cleaning, drying, re-cleaning and sealing the concrete floors.

A short-term plan includes, in part, ensuring kennels are kept clean to prevent the spread of disease in the future.

Gloria: My understanding is Lied has a minimum of 35 percent euthanasia rate, which goes up as the population increases. There's a foster program in place, but the numbers are fairly low. Rescue groups take dogs and cats out on a regular basis, but that, too, is not a large number (Best Friends has been one of those groups, rescuing small dogs from there over the last couple of years).

The shelter, on any given day, houses a total of 3,000 animals. It's been reported that as many as 1,800 dogs and cats have been euthanized since late last week. --CS

Cathy ~ Thank you for your professional reporting of such a painful story. My heart goes out to the animals and the staff.

Do you know if there are any statistics available about the number of animals who were being placed into homes or sent to other rescues out of the 200+ animals who were being brought into the shelter each day (before this tragedy happened)?

Hi everybody - here the note I wrote - if it might be helpful - below it you find the link on which those notes shall be posted -please use it!

Here it is - maybe you are more succesful!
We cant go on killing the innocent victims of our crimes! What sense does it make to kill off one animal so that some of us may kill another!
Remember that wolves kill animals to eat them - so the balance stays equal. We cannot say the same for hunters - unless each hunter eats the animals he kills and kills not more than he can eat-but it's not the way it really works, right? In Europe we are trying to repopulate wolves and bears we had nearly extincted years ago-but we learned from our mistake - why do you want to repeat it?
The world is watching -and does NOT approve.
The Native tribes know better about the balance of nature than some blind greedy politicians sitting in climatized offices with pollution around them - and maybe having seen some lonely pets in their life meaning the only tangible contact to nature for them. The Native Tribes are right! Leave the wolves alone! By the way, why don't you give hunters a lower number of victims - and check that they don't kill more? This would at least be an attempt to solve the thing - NOT by killing the wolves! One day when mankind will totally have ruined the balance of nature through greedy, thoughtless actions, you will think back when the world was pristine and wonder what you did wrong. I can tell you right now: those interferences with nature are wrong, senseless and really short-sighted! It’s a murderous injustice to the wolves, who were the first animals to befriend man-and there might have been a reason for mankind to join this partnership - but as humans use to, it was betrayed and it's time now we step back to where we belong. We are not the masters of this world but one of the creatures populating it! Why does man feel the need to destroy without consideration of the future? Civilization?

THE GLOBAL TRADE IN DOG AND CAT FUR
An estimated 2,000,000 dogs and cats are killed every year for the fur trade, mostly in the Far East, in countries such as China and the Philippines. A recent undercover investigation by the “Humane Society of the United States” in China, Thailand and the Philippines showed animals being slaughtered in the most cruel ways imaginable, with cats and dogs being beaten, strangled, drowned and stripped of their fur, often when they are still alive.
Dog and cat fur is used in a wide variety of products including fur coats and jackets, hats, gloves, decorative accessories, blankets.

STOP KILLING DOGS IN ROMANIA!
The problems started when the Romanian media announced that a Japanese citizen died in Bucarest after being bitten by a stray.
TV stations organized all sorts of talk shows presenting the serious overpopulation problem all over the country, the lack of real solutions applied so far to control and/or diminish this problem. They compared how quickly and efficiently the problem was solved years ago in Western Europe.
Officials insist that dogs from the streets should be kept less in local pounds for a possible adoption to be taken back if lost by owners.
Now the legal period is 14 days, they now want to make it 3 days. They want to give big penalties (Euro 500) for people who rescue dogs from the pound and then release them back onto the streets. The newspaper article translated as follows. The authorities are looking for responsible solutions.
Being the loser in the fight homeless animals problem for years Bucarest authorities are about to take strict measures.

 
SAVE THE DOGS OF SERBIA!
I was to Subotica (Serbia) with the vet, doctor Carlos Rossetti. We visit the shelter and I was very impressed about it. All the dogs are in very good conditions, healthy and with no fleas. The vet only made an injection to a puppy because of the distemper. Boxes are clean; the kitchen is very clean; they have a very good organization for managing the shelter.

 
PLEASE HELP STOP EXPERIMENTS ON MONKEY'S BRAIN AT THE UNIVERSITY OF CONNECTICUT!
Right now, there are four rhesus monkeys being held at the University of Connecticut for use by the Neuroscience Department.
Each individual has had a large hole drilled into the top of his/her head and has been fitted with a
permanent data collection chamber atop the wound.
Furthermore, small stainless steel springs have been implanted in their eyes. The researcher, Dr. David Waitzman, then intentionally inflicts damage to the brain and measures neurological activity related to eye movements. At the end of the study, the monkeys are killed and decapitated.
These experiments are cruel to animals and they discourage advancements in the search for humane
alternatives by continuing introduce animal models as our defaults for the study of human anatomy and physiology.


JUST SAY NO TO PSYCH TESTING ON ANIMALS!
The Academic College of Tel Aviv-Yaffo in Israel is planning to build an animal research laboratory that will house thousands of animals who will be used for psychological experiments. While little information is currently available about the planned experiments, the lead researcher, Hanan Frenk, has in the past focused on pain and addiction research, including examining rats’ responses to having their tails burned and being restrained on heating plates as they are given morphine.

Planned experiments will apparently include comparing animals' responses to surgery when they have and have not been given morphine.

THE CROATIAN WOLVES ARE WELL!

Signalling of Apertis Verbis that in conjunction with OIPA have supported the campaign for the Croatian Wolves.
We present to you: Aragorn, Lupo Alberto, Balto, Francesco and Romolo. 5 of the seven Croatian wolves are well!
They lived in a sort of a“chicken run” with an enclosure of net, without food or water.
It was an alert sent on the Internet by Apertis Verbis and OIPA, and was subsequently picked up by Biopark Foundation and Office of Animal Rights in the Municipality of Rome (Italy), twho then started the operations of the rescue which saved 5 wolves from the lager of a private Croatian zoo, which is now going throuh closure.

The researcher, Dr. David Waitzman, then intentionally inflicts damage to the brain and measures neurological activity related to eye movements.
