I would immediately legalize cannabis hemp for any use by adults. Most people do not realize it's true history and the fact that it's the most innocuous recreational substance around. In my Utopia, personal use, grow ops and transfers between adults would be totally legal and unencumbered. For revenue, I would tax all the industrial and commercial applications of hemp.
