If I were Mayor, I'd make the world a better place by

First thing I would do is revamp welfare, health care, and social security reform for the BETTER. The poor are being overlooked. Hmm no...before that, I would kick them out of IRAQ then put all the IRAQ budget to the above reforms....require state funding to be established to provide the larger city shelters such as HSPCA with a set amount of annual grant funding--currently these agencies get NO GRANT FUNDING WHATSOVEVER from the government...and most of all, I would mandate that teachers' salaries--nationwide--be raised, and establish some government programs to help those families that are in the lower income bracket that would rather home school their children....
