Often we hear stories such as the three boys in Tennessee who killed a neighborhood dog by repeatedly shooting BB's into its mouth, or the two boys in Florida who hung and dismembered a dog with a weedeater. These are not isolated incidents of animal cruelty. They are occurring everyday in all parts of the country and involve teenage boys, girls and children as young as seven years of age. These juveniles often get away with the crime because people think "boys will be boys" or "it was just an animal."
