Dear Honourable Prime Minister,
I would like to congratulate the Vietnamese Government on your endeavours to help Vietnam's endangered species of Asiatic black bear, and for working in partnership with Animals Asia Foundation to close down bear farms across Vietnam and confiscate illegally-held bears.
In September 2007, 80 illegally-held bears were identified on farms in Quang Ninh Province. Under Vietnamese law they should be confiscated and transferred into the care of a suitable bear rescue centre, such as the one established by the Central Forest Protection Department and Animals Asia Foundation in Tam Dao National Park.
I am concerned to hear that so far only one of these 80 bears has been confiscated and the other 79 are still being held illegally on these farms. I also understand that these farms continue to extract bear bile illegally and sell the bile to overseas tourists, which is a clear contravention of the Convention on International Trade in Endangered Species (CITE of which Vietnam has been a signatory since 1994. Illegal bear bile extraction was captured by Vietnam TV1 and shown on national TV in early June 2009.
The Vietnam Bear Rescue Centre in Tam Dao National Park has the capacity to receive the 79 bears and Animals Asia has signed an agreement to look after these bears, on behalf of the Vietnamese Government, for the rest of their natural lives. Animals Asia has committed staff and funds and is prepared to take full responsibility for the bears’ veterinary treatment and ongoing management. The Vietnam rescue centre has taken in 29 bears to date and it is ready to take the 79 bears from these farms.
I understand the Central Forest Protection Department in Hanoi has been enormously helpful in encouraging the confiscation of these bears and working with Animals Asia in the construction of the sanctuary which has been developed to hold at least 200 confiscated bears.
Following widespread international publicity of the plight of these 79 bears, all of whom are clearly held in violation of the laws of your country, I write to ask that you order they be confiscated and transferred into the care of Animals Asia’s Moon Bear Rescue Centre in Tam Dao National Park.

Since most of you know about the deliberate and mass poisoning of dogs in Nizamudin East in Delhi a few days back, here is a follow up on the same. For those who dont know this case, I am attaching the news reports. 2 pictures of a dead dog undergoing post mortem by Friendlicos is also attached here. A delegation of animal lovers had met the Chief Minister, Mrs. Sheila Dixit and she had promised some action, we are told, but as usual today the case stand still like it happens in most cases.
In total around 16 dogs, 30-40 birds had died horrible death in this mass poisoning. There may have been cats or other creatures who may have also died, about which we dont know.
Also, what if some child or kid had accidentally eaten the same poison which was spread in mass on the roards of the colony and had died too ?
hence the matter is of grave importance and must not be taken lightly by both the government and the police. THE POLICE CAN AND SHOULD PUT A REWARD FOR WHOEVER DISCLOSES THE IDENTITY OF THE PERSON( BEHIND THIS ACT.
I am forwarding to all of you, the mail that I have written to Y.S. Dadwal, Commissioner of Police, Delhi, with a copy marked to the Chief Minister of Delhi, regarding the Nizammudin East killings of dogs, birds, and other animals.

I have been told by some Nizammudin East animal lovers that the investigation into the killings by the Nizammudin police is proceeding in sluggish, slow, and unsatisfactory manner.
I am therefore requesting that as concerned citizens, let us flood the Commissioner and the C.M. with protest mails. [Attached for your reference is a scanned copy of the complaint that the AWBI has lodged with the Nizammudin police in this matter. Apparently, an F.I.R. has been registered - but lets see what the police eventually do.]
Incidentally, Dr. Lal's lab has confirmed that the deaths that occured were on account of poisoning.
Am also requesting everybody to write protest mails to the Nizammudin East R.W.A. - their e-mail address isnizeast@gmail.com , and jskohli69@hotmail.com . Apparently, some of the members of the R.W.A. committee are rather keen to scuttle the investigation.

We are deeply concerned about the deaths of around 15 dogs, 30 birds, and other small animals, through deliberate poisoning at Nizammudin East. (Dr. Lal's lab has confirmed that all the deaths were caused by poisoning.)
Apparently, some members of the R.W.A. of Nizammudin East had been inciting and encouraging hostility against street animals, and against the people who tend to and feed street animals.
We also understand from several residents of the area that though many complaints have been lodged, the I.O. is conducting the investigation that has been entrusted to him, in a very sluggish manner.
Please note, in Delhi, and even across India, people who respect life - not just human but non-human too - are growing hugely in number.
We will not tolerate animal cruelty, and official apathy.
For those who take animal-welfare laws lightly, we'd merely have them know that animal-welfare laws are 'law' nevertheless ; and 'law' has to be upheld.
(Under Indian law street dogs cannot be killed, or even driven away from the areas / localities that they inhabit. They can merely be sterilized, vaccinated to protect them against rabies, and then returned to the area that they had been picked up from.)
Please monitor the investigation. Please ensure that the investigation proceeds lawfully, and that the murderer/s is/are brought to book.
