SPRINGFIELD, Ill. Governor Rod Blagojevich today launched the preregistration phase of his All Kids program.

Parents can pre-register their children in the program designed to guarantee that every child in Illinois receives health care. It goes into effect July 1.

The Department of Healthcare and Family Services will process the preregistration form.

When it's time for the family to apply to Kid Care, it will receive a form that is partially filled out with the preregistration information.

Officials estimate 253,000 children in Illinois don't have health insurance. More than half are in families who earn too much to qualify for government aid, but not enough to buy private insurance.

All Kids will allow those families to buy into government insurance programs at low prices.
