I turn to you because during last year and a half information is given tendentiously and with substantial divergences in comparing to the actual situation concerning  homeless  animals in Kyiv, Ukraine and shelter of the Communal enterprise "Shelter for animals" in particular.
Our people for 12 years have been fought for that killing was replaced with sterilization. For this purpose SPA SOS also was fighting throughout all its existence, as can be seen from it's numerous interviews and position together with other participants of conference 2009.04.06 (journalists and public organizations - http://www.forumspaskiev.org.ua/databox/2008/07/17518.php) against intentions of Kyiv municipal administration to introduce "euthanasia" for regulation of number of homeless animals in Kiev, that is contrary to Article 16 of Law "On the Protection of Animals from Cruelty":

"Control of the population of wild animals and animals not kept by man but existing in conditions wholly or  partly caused by human activity is carried out by surgical sterilization or biologically based methods and, where these cannot be used, by euthanasia". Despite the fact that City authorities didn’t appropriate the declared funds for the program -"by the state on a 2008.12.12 financing of  the Program measures did  not come... project of decision of  Kiev City Council "About the Kyiv municipal program of regulation number of homeless animals with humane methods" for  consideration to Main Financial Administration did not come. Ratified decision 25.10.2007 № 1080/3913 also... did not come officially. Therefore funds on realization of the program was not  appropriated "(letter of Main financial administration № 048-2-1-04/73 -  http://dogicat.org/forum/download/file.php?id=2604 ),- publicity - animal carers, volunteers and animal protection organizations undertook a program to perform on their own costs. But this situation - that the animal were sterilized despite the lack of funding obviously irritates those people very much who during 10 years of endless "catch-and-kill" became rich due to permanent renewal of animal population (Borodyanka have for long time cooperated with the National Agrarian University, that is why mechanisms of regulating population are well known to them). It was the probable cause whysomeone did not want Kiev city program, performed by citizens themselves, produced the results.

New director was dismissed by fraudulent prosecutions (it was the following reason: the previous director Mr. M. Kuchinski killed animals, then he escaped with all official documents in July 2007 when he learned that he will be dismissed. Those killed animals were attributed to director Mr. T. Smurnuy on the ground that his signature is on the documents - http://mmr.net.ua/news/newsid/13817/), despite it being known to everyone that on 2007.09.28 – the day of presentation of the new director to animal protection organizations -(http://www.youtube.com/watch?v=7qR5x3UFZug) Mr. T. Smurnuy firstly officially entered "Borodyanka" and began his authority only since 13.09.2007. After Mrs. Drozdova coming to her position all of new staff were exempt, while old workers were remained at their places.
Real animal population numbers significantly set too high, in order to create the impression that the сitizens are fighting with animals, for this purpose articles "about war with animals" appear in newspapers, and zoopsychologist of Borodyanka declares in press that after sterilization dog becomes aggressive. I personally through half of year in 2007 visited the Borodyanka and places where animals signed to capture (when caught animals were killed, and press-inform of Borodyanka claimed that are brought in a "good conditions") and personally convinced that during six months in Borodyanka never could refrain 1000 dogs and cats, while the majority of caught animals are cubs, that acounted the same way as adults.
SPA SOS, althought the new information about Borodyanka since Drozdova is on her post is absent on their web-site, twice paid attention to the work of new director - in the report to Interim Commission of Supreme Soviet of Ukraine for investigation the infringement of the Constitution of Ukraine and laws of Ukraine, making illegal decisions by officials of the Kiev city council and its executive body in 2009.05.07 and in interview to newspaper "Komsomolska Pravda" (2010.03.02).

"Animals in the MP" Shelter for Animals in Borodyanka contained in concetrate camp conditions. The funds appropriated for their maintenance, are not used for other purposes. Contrary to law, volunteers and carers of animals are forced to pay money for treatment and sterilization of homeless animals. "Now a new director - mrs. Drozdova, I laid a great Hope on her management, but she continues to practice of previous leadership of this concentration camp for animals." Borodyanka is closed to visitors, but after all, they must be interested in visitors." - http://kp.ua/daily/020310/217502/

I spoke about this situation to the representative of SOS during a picket against poisoning on March 11, 2010 (where also protested against Drozdova: «ГЕТЬ ДРОЗДОВУ!» - http://community.livejournal.com/ua_indymedia/500952.html) but they seems to can't do nothing.

There was hope that the situation will improve after finishing Campaign "STOP UKRAINE" and declaration of Boris Kolesnikov about humane approach to solving the quastion of animals - but Borodyanka remains the same. There is a suspicion - would not new shelters, opened to Euro 2012, the same way as "european" shelter of Borodyanka? I would like to experience Borodyanka was never repeated by anyone in the world.

I put the great hope that with Your support the conditions in shelter will be turned backwards, as they were before, althought the succes of replacing "a new, humane director" (known as Drozdova) was provided by foreign animal-care organizations.

In this regard I would like to ask the seniour representatives of international animal protection associations: Do You support the Borodyanka in its current form (2009.12.15-2010.07.15) and whether You planing to illustrate this situation on Your websites?
