United States Senate Joint Resolution 37 -- "A bill to acknowledge a long history of official depredations and ill-conceived policies by the United States Government regarding Indian Tribes and offer an apology to all Native Peoples on behalf of the United States" -- was introduced on May 6, 2004 and referred to the Committee on Indian Affairs.

SUMMARY AS OF:

Declares that the United States acting through Congress: (1) recognizes the special legal and political relationship the Indian tribes have with it, the solemn covenant with the land we share, and that there have been years of official depredations, ill-conceived policies, and the breaking of covenants by the Federal Government regarding Indian tribes; (2) commends and honors the Native Peoples for the thousands of years that they have stewarded and protected this land; (3) apologizes on behalf of the people of the United States to all Native Peoples for the many instances of violence, maltreatment, and neglect inflicted on them by U.S. citizens; (4) expresses its regret for the ramifications of former offenses and its commitment to build on the positive relationships of the past and present to move toward a brighter future where all the people of this land live reconciled as brothers and sisters, and harmoniously steward and protect this land together; (5) urges the President to acknowledge the wrongs of the United States against Indian tribes in U.S. history in order to bring healing to this land by providing a proper foundation for reconciliation between such entities; and (6) commends the State governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries and encourages all State governments similarly to do the same.

Provides that nothing in this Joint Resolution authorizes any claim against the United States or serves as a settlement of any claim against it.

This Reminds me of a story once told by a wise old indian woman, "One day long time ago ~ a Senator rides into an Indian Village, gets off his Horse and ask's if He might speak to the Chef and all of Everyone else, that he had some good news that He tought they needed to know... So, the Chef gathers everyone around, and the Senator steps up onto a tree stump, for everyone may see him better, He starts talking about how he is running for mayor of the State, and Says: If you vote for ME - I will bring Stores closer to your Village and you may go to the store and buy seeds and food to feed your familys and you won't have to work as hard in the fields. All the Indians: Yell goomwa goomwa.
The Senator Say: If you vote for me - I will get a school built close to your Village, for your children may get educated in a good school, for your children may read and write, for they may have a better chance in life, The Indians: Yell Goomwa Goomwa.
The Senator Speaks again and says: if you vote for me - I will have building & house's built and that way you don't have to live in them TP's any more, that way your children will have a warm house, and you might stay drier in all types of weather, And the Indians Hallor: Goomwa Goomwa. And as the Senator gets through talking with the Village, he steps down from the stump as the Indian Chef walks over to him, and says: You Pretty Good white man, why don't You walk over to the stable and pick out good pony take it home with you. but, be carefull whatever You do, Do not step into the goomwa!!!

What will an apology do when it is still an active event in the United States. They are still people freezing to death in the winter, there are still children going to be hungry at night. There is still cardbooard where windows are suppose to be.
There is still removal from lands that was theirs to nuclear test sites,for the sake of coal, and the ever present threat that the President on a cranky day may just use his signature to tell you that you are no long an American Indian.
