While animal lovers in Europe celebrate victory because the Written declaration on dog population management in the European Union (WD 0026/2011) has been adopted on October 13 2011, Serbia continues to be the country of paradox.



This small Balkan state, which is desperately trying to join the EU, intends to take away the rights to animals given 2009 by the Animal Welfare Law. This law is one of the most advanced in Europe as it does not allow the killing of animals in shelters. Since a few days ago stray dogs attacked several citizens, Serbian Director of Center for Veterinary Medicine Zoran Micovic issued a statement that the Animal Welfare Low will be changed, allowing the killing of dogs and cats after spending a certain time in shelter.

Up to now this law was mostly a dead letter on paper, except in the capital Belgrade, but the Serbian animals can hope for better future. Now these lonely, hungry mistreated beings, like everything else in this unreal country, are going back in time.

The representatives of animal welfare organizations and citizens of Serbia who love animals, and wish not to go back to the chaotic years which ended 20th century, on October 29 organized the Protest against the killing of homeless animals.

  

Serbia again is in an awkward situation, having to decide which direction to take? Toward the European Union or back in isolation? I'm born in this country but I feel like an alien. Sincerely, I don’t understand the indifference and disrespect that so many people show to other living beings.

The question is: how to solve the problem of stray dogs - to kill or not to kill? The logical answer is: life is life, whether is a dog or man. Nevertheless, I fear what is going to be the answer of Serbian authorities? Animals don't vote.

This is ugly and inexcusable, and indicates a mentally devolved attitude on the part of the Serbian authorities. Small wonder that there's resistance to Serbia joining the EU if this is an example of their thinking.

Killing is never the answer, unless an animal is in pain. It's time for Serbia to take a step forward, not backwards. People's failure to care for these animals is inexcusible..be it there or here in America. It's a sad situation that needs to be addressed, Desanka

So sorry to hear this Desanka, I hope that animal lovers will work successfully to institute a spay and neuter program. That might help to decrease the number of stray animals in a humane way.

"If you can't adopt - foster.
If you can't foster - sponsor.
If you can't sponsor - volunteer.
If you can't volunteer - donate.
If you can't donate - educate, network and crosspost.
EVERYONE can do something, large or small, to help save a life."

so sad Voka, Romania, Bulgaria, Serbia and so on are not countries for animals. I'm revolted by all this. What can we do to make this nightmare end forever??

Thank you all for the comments! In this moment Serbia is under great pressure, in December has finally to become the candidate for EU. The representatives of animal welfare organizations sent protest letter to our government, so their no petition for now. Let's wait and see what is going to happen!!!

i hope they will soon realize the effect before it will be done... the animals whether stray or not deserve to be loved and not to be killed.... if they will just experience how it is to have a dear friend maybe they will be an advocate not to let the killings happen..... have they watched the movie of hatchi (a stray dog) from japan? just for them to understand that animals also value life not only humans. who are they to take that away from them

The only way to solve the problem of stray dogs is STERILIZE!!!! While intact dogs continue to be allowed to roam, there will be no end to unwanted litters and therefore more stray dogs. That is the only solution. MASSIVE STERILIZATION!!!!! that is where the Serbian government has to place all its efforts. Does anyone in Serbia actually adopt from a shelter?? I understand that those who run the shelters make money for each dog they take in or kill. The dogs are always the losers, the greedy people get their money. Very corrupt and unfair for the innocent animals. Put an end to stray dog population...STERILIZE!!!!!!!!!
