Sorry!

My opinion is the same as the WORLD HEALTH ORGANIZATION (WHO) opinion, reflected in their study WHO/ZOON/90.166 “Guidelines for Dog Population Management“:
"Removal and killing of dogs should never be considered as the most effective way of dealing with a problem of surplus dogs in the community: it has no effect whatsoever on the root cause of the problem."
"In none of the study areas did the elimination of dogs by any method have any significant long term effect on dog population size."
"In the long term, control of reproduction is by far the most effective strategy of dog population management"
“Since dog elimination in general is very cost-intensive and lacks any positive impact on the occurrence of rabies it is not recommended."
"Each habitat has a specific carrying capacity for each species. This specific carrying capacity depends on the availability of resources (shelter, food, water). The density of a population of higher vertebrates (including dogs) is almost always near the carrying capacity of the environment. Any reduction in population density through mortality is rapidly compensated by better reproduction and survival. In other words when dogs are removed, the survivors’ life expectancy increases because they have better access to the resources, and there is less competition for resources"
By the way, who has the right to decide if an animal is unwanted or not? Unwanted by whom?

Dear Mihaela,
on Karin's page this topic found somebody I think you should answer. I post here what Doina writes followed by my answer to her.
Here you find both:

Japanese man killed by stray dog in downtown Bucharest, Daily News, 30 January 2006-02-01
"A Japanese citizen died yesterday evening after being attacked by a stray dog on Bucharest's downtown Calea Victoriei. The man was attacked by the dog in front of the building he lived in. He managed to crawl to the entrance and get into the building's lobby, where several of his neighbors tried to help him and stop the bleeding. However, the man had lost too much blood as one of his arteries in his legs had been torn and could not be saved.
Deputy Mayor Razvan Murgeanu said authorities will start an investigation to establish the exact circumstances of the incident, after which it will be decided what measures will be applied.
Although he said the incident seemed "unlikely," he expressed his belief the only solution to prevent such incidents in the future is to "put all stray dogs out," in spite of animal protection associations' criticism of the procedure."
Comments:
The story of the Japanese being killed by the dog is horrific, and yet not surprising. With so many stray dogs loose, and so much complacency at city hall that the problem is solved, I am surprised more people haven't been killed. Other European cities kill stray dogs (or "put them down" in politically correct talk) and why not here?. I suspect the Romanians are too tolerant, kind and over-sensitive of what foreigners think to do the same. Nobody normal would blame them if they embarked on such a policy, even though it would make a good international news story (for a few days) and the animal rights NGO people would be upset (but it is their job to do so).
All the stray dogs roaming the streets of Bucharest are a potential threat to residents. In addition they are carrying diseases and filth from the litter. Bucharest will have a much better image and safer city without these stray dogs who are uncontrolable and can attack anyone at any second.
So far Doina-now what I have to tell those guys who think the same:

Dear Doina, I think you still believe in Daddy Christmas and in selfappearing dogs in the streets of town. Only some towns decide to kill dogs (put them down sounds better but the sense is the same-don't forget this!). Remember that a stray dog is a dog who once belonged to a human being, was betrayed by the human being and simply abandomned. I can't say that I'm really proud to belong to this selfish race. Oh, I forgot: the stray could also be the child or grandchild of an abandomned dog-which had not been neutered by his human owner (second mistake of the owner). But I can clearly see that you appreciate the easy way: Do wrong and kill the witnesses of your guilt. Very sensitive!
A pity nobody thought this guys and their supporters to stand up for their mistakes and try to lessen the pain they provoked-it?s easier to cancel and forget everything, right? And if to do so some strays are killed who cares?
Well, I DO CARE and most of the sensitive and responsible people in here do.

Stefano, you got it!
We are the only ones responsible for this mess and should be the ones to repair it-not to make it worse by killing the witnesses of our errors. The stray population has to be neutered, fed (NOT POISONED) an either post to new homes or if found dangerous, to new shelters where people re-eucate them or at least provide for them. It's our fault if they were abandomned (BY HUMANS) and not neutered (BY HUMANS). It's too easy to kill and forget. We also have superpopulation but I don't think anybody would pretend that the killing of a part of the population would be okay if there were too many of a kind... At least one guy tried but fortunately killed himself in Berchtesgaden after having failed-guess whom I mean?
Well let's not forget our education-but nonetheless sign the petition to save the dogs - and if still possible vote "neutering" and NOT KILLING at the page of KaTV
