TO OUR RESCUE PARTNERS; Below is a letter written to the Vance County Commissioners by a rescuer who went to the Vance County Shelter last Saturday, December 7th, to pull a cat for rescue.  We wanted to share this with all of you (with her permission) so that you can understand our urgency & why we beg on our knees for our animals to be saved from the hell that is our county "shelter".  The conditions they are forced to endure are inhumane & cruel.  With it now being winter, & the temps often dropping into the 20s, the animals are suffering even more.Please, read the letter below, and have mercy on our animals so that they can be freed of the prison they are in. To: dbrown@vancecounty.org , dbrummitt@vancecounty.org, tgarrison@vancecounty.org, thester@vancecounty.org, ataylor@vancecounty.org, ewright@vancecounty.org, jlayscue@vancecounty.orgVANCE COUNTY ANIMAL SHELTERGentlemen and Gentlewoman:My name is Laura Pegler, and I am a resident of Durham, the owner of a television equipment company, and a volunteer animal transporter for rescues in North Carolina, Virginia and South Carolina.I am writing you with a heavy heart.  Last Saturday I drove to the Vance County Animal Shelter to pull a cat and noticed conditions so disturbing that I'm having a hard time writing you about it.  The shelter itself was freezing when I walked in, animals were on dark cold concrete floors, with no bedding whatsoever, doggie doors were missing (which were supposed to prevent the outside cold from coming in).  I saw an outdoor cage with 4 beagles.  It was raining, windy, cold.  Their doghouses had been turned over (likely because they were climbing on them and knocked them over).  The tarps were so broken and damaged that the rain was coming in and hitting the houses.  I suggested to Tanya (a very sweet woman) that she move the doghouses to an area which still had tarp on it, but was told that she couldn't because it wasn't "code."  The dogs were shivering and there was absolutely nothing I could do about it.  Absolutely nothing…………..When I got to the outside cat area, I saw crates that were barely covered with broken tarps.  The cats I pulled had no bedding.  She was using a storage container cover as both a litter box AND a bed.  The wire crate was such that she really had no other place to go, but to stick to the container top.In the 8 years that I have done rescue, I have never seen such a horrible shelter, and am truly surprised it is still open.  As I write this email to you, it is 27 degrees outside, and your Shelter animals are in a building with a temperature which is 27 degrees too.  Only we have warm beds to sleep on this evening and homes which block the cold from hitting us.

I wish your animals were as fortunate……..I was recently informed by a rescuer (where I dropped off the cat) that your shelter had a puppy 2 weeks ago that died from the freezing cold.  I am aware that the Dept of Agriculture is involved.You would think that this would have been enough of a hint to management that the animals were cold but it wasn't.  As of last Saturday, the conditions were as I stated aboveIt is embarrassing not to mention downright cruel and inhumane to allow animals to live in this manner.  As a Christian, I think the Lord would be grossly disappointed at the condition of this place.  A shelter is a place which is supposed to protect animals, yet your shelter is literally encouraging them to suffer and die.This shelter is a reflection of the values and beliefs which your county, its government, and its people show as being dear to them. I am discouraged and disappointed that this is the best you have to offer your animals.I am requesting that a serious investigation be done on this matter and that proper heating units be installed. In addition, I request that the outside cages and crates be altered so that animals are not exposed to the cold and rain.  Proper bedding should be in every crate and pen.I look forward to your reply.Sincerely,Laura Pegler
