Bunastarea animalelor in Romania - Otrava pe strazi pentru animalele fara stapan - Braila 2007Target:Parlamentul Europei, Consil
administratia Brailei pastreaza inca "sistemul sovietic de a lupta cu animalele fara adapost". Problema cainilor fara stapan se rezolva simplu: animalele sunt prinse si omorate in baza de ecarisaj sau otravite direct pe strada.
Legea 205/2004 Art. 1: Legea pentru protectia animalelor reglementeaza masurile necesare pentru asigurarea conditiilor de viata si bunastare ale animalelor cu sau fara detinator.
Din pacate Braila, cu un numar considerabil de animale fara stapan otravite pe strada in ultimul timp, nu este un caz izolat; abuzuri fata de animale se intimpla aproape peste tot in Romania, presa si televiziunea sunt inundate de asemenea cazuri, ceea ce duce la concluzia ca autoritatile si institutiile nu-si fac datoria: sa aplice legea in vigoare in Romania.

Chiar daca legea pentru protectia animalelor este laxa si permisiva (in legea romaneasca sanctiunea maxima a abuzului fata de animale este contraventia), neaplicarea chiar si a legilor existente constituie principala problema.
Daca in alte tari supunerea cu intentie a unui animal la neglijare si cauzarea de suferinta, maltratarea, sau uciderea este infractiune, si se pedepseste prin amenda si/sau inchisoare, iar sentintele pot include de asemenea serviciu in slujba comunitatii, interdictia de a detine animale pentru cativa ani, si repararea daunelor, aici abuzurile si cruzimea fata de animale nu produc nici o reactie din partea autoritatilor. Aceste autoritati sunt:
- administratia locala
- autoritatea locala veterinara si autoritatea centrala veterinara
- politia
- institutiile pentru protectia mediului
- justitia si organele de urmarire penala
Abuzurile fata de animalele fara stapan, animalele din gradini zoologice, ursii clovni din restaurante sunt doar cateva cazuri care permit publicului sa afle cum (NU) isi fac datoria institutiile si autoritatile platite din banii contribuabililor, tratand in mod diferit situatiile din sfera "publica" fata de cele din sfera "privata" pentru a acoperi practici corupte, socante, scandaloase, ignorand frecvent sau neaplicand legile referitoare la animale si legile romanesti, neaplcand sanctiuni celor care comit abuzuri fata de animale si a celor care incalca legile.
Care este amploarea abuzurilor asupra unui numar incalculabil de animale in fermele de crestere a animalelor destinate consumului uman si in abatoare?
Este cunoscut ca cei care manifesta cruzime fata de animale sunt mai predispusi ca altii la cruzime fata de oameni, conform unui raport din 1997 al Humane Society of the United States. "Cei care comit abuzuri rareori se opresc sa socoteasca numarul de picioare ale victimelor" (bipede sau patrupede) - spunea Dr. Randall Lockwood, psiholog si vicepresedinte al HSUS.
Cum abuzurile fata de animale continua sa apara si sa ramana nepedepsite, si uneori cele mai grave acte de cruzime sunt in cadrul sistemului (abuzurile fata de animalele fara stapan in bazele de ecarisaj sunt de notorietate publica) este evident ca sunt necesare in mod urgent legi mai severe impotriva cruzimii fata de animale, si in special, noi institutii, cum ar fi Politia Animalelor.
De fapt aceasta cultura incetatenita, ca un act de cruzime fata de animale ramane nepedepsit, este un factor care contribuie la recrudescenta acestui fenomen.
De aceea, va rugam sa cereti autoritatilor romane:
1. sa aplice legile romanesti in vigoare si in particular, legile pentru protectia animalelor.
2. Parlamentului Romaniei - sa includa in dezbateri modificarea legii pentru protectia animalelor la o data cat mai apropiata, ca o chestiune de urgenta (exista cateva proiecte, un exemplu - mai jos).
3. In numele cetatenilor Brailei ale caror proteste impotriva incalcarii unei legi sau a unui drept s-au dovedit fara succes, va rugam sa cereti primariei si primarului, Constantin Cibu:
- sa inceteze atitudinea de desconsiderare fata de iubitorii de animale
- sa puna capat actelor de cruzime fata de cainii fara stapin
- sa renunte la promovarea discriminarii fata de iubitorii de animale si organizatiile pentru protectia animalelor
- sa anuleze imediat contractul dintre primarie si ONG Horez
- urmand modelul altor orase din Romania (Galati, Iasi, Tg Jiu, Hunedoara, Oradea, Cernavoda) sa adopte masuri reale pentru reducerea numarului de caini fara stapan: identificarea si inregistrarea animalelor, stoparea abandonului, sterilizarea cainilor cu si fara stapan.

Thank you, Thunderr Wolf, for inviting me in this group. It's my main terror and concern. I live here, in Romania, and I'm trying to do my best for saving the dogs and cats from the streets. I saved a lot of puppies and kittens, grew them up and found good homes for them. I also found abandoned adult dogs and cats and after taking care for them, for a while, I found good homes for them too. My own pets are found on streets - my kitten was newborn when I found her, now she's ten years old. My elder dog was found when she had 6 weeks, now she's 4 years and 4 months old. Next came into my home another dog, also a she dog - she was 3 months old, brutalized, thin like a biskit, terrified. Now she's 1 and a half years old. Pure breed - german shepard. Abandoned probably because is female, as the spay/neuter procedure hasn't reach to Romanian's minds. Instead of spaying the female dogs, they rather throw them on streets.
I can't stand the brutality and the cruelty the animals are treated with. Our Mayor has a word "a good dog is a dead dog". Imagine. That's why he'll not replace the sadistic crew that is handeling the "stray problem" in our town. The Animal Protection Society in Craiova is hardly dealing with this problem, trying to apply the most humane procedure: spay/neuter/return which is made by animal lovers - they are taking the dogs to the medical center, where they are spayed/neutered, vaccinated and then, after recovering, they are brought back to the place they were taken from. So, the place isn't "empty", so other dogs cannot fill up the space, the area is secured, the dogs are happy, the humans aren't disturbed by the spayed dogs, which already are socialized - everybody's happy but the Mayor and his head troubled men which are named "dogcatchers".

Thank you all for helping Romanian animals, for most of the Romanians do not know what mercy is, they only care for themselves.
Even if the law for animals rights will be approved , I'm afraid that it will take years and years for Romanians to get civilized.
I mean, I can understand that not all people are able to love the animals, but they should all be aware that they CAN NOT, IT'S NOT ACCEPTABLE to harm them.It's just a matter of good education. Who will provide that to Romanians?Our politicians have other priorities anyway. They are glad we are finally in the UE but they don't wonder if we deserve that. There are times ( quite often ) when I'm ashamed to belong to this country.

I am a Romanian who lives in the US, and am now American Citizen. I am going back pretty often to the romanian web sites to read the news. I was shocked today and cried for hours when I saw, on ProTv's site, a videoclip about a dog that was tortured by a 60 year old woman (monster, i should say). The dog was only 4-5 months old. He was tortured to the point where his spinal cord was all broken and he had to be, later, euthanasied. I cannot imagine what kind of people still live in this country. I remember when I was a kid living in Romania I used to hear how pigs were sacrificed by people in their own backyard. It was horrible. This people don't have any notion of what civilization means, not to say fell nothing towards animals...
I would just want to know what can I do to help all these animals in Romania....
