What's the Deal with Cell Phone Reverse Number Directories?

Searching a cell phone number on a major search engine will occasionally provide results, but may not give you the information you're looking for, or may not return any results at all. However, if you need to look someone up by their cellular phone number the internet may still be able to provide a solution.
