This is one of the saddest things I have seen in a long time.  Now that petitions won't work, we must all do our part to prevent this awful event from being repeated:

Do you remember the man who staged an art installation last year in Central America by starving a stray dog to death? He has been asked to do it again this year. the academy that hosts Bienarte 2008 has posted a disclaimer saying
that the petition will not affect their consideration of Guillermo
Vargas Habacuc.

So best is to appeal to those that help fund the event.

Dear friends, this is very cruel and sad. An "artist" from Costa Rica, named Guillermo Habacuc Vargas, put a starved dog as a work of art, the poor dog died there, he did not want anyone give him food or water. This monster asked some children to chase the dog and he paid them for their dirty work to give him the dog.

I am writing regarding the horrifying actions of Guillermo Habacuc Vargas,who paid local children to catch a dog on the street and then confined,starved and publicly displayed the dog as an "art" exhibit until the innocent animal died of starvation.

I along with many people world wide am outraged that Guillermo habacuc Vargas has been selected to represent Costa Rica in "Bienal Centroamericana Honduras 2008",This man is by no definition of the word an artist he is a criminally insane sadist and enjoys inflicting prolonged suffering upon his innocent victims.he is a danger to all of society as it is well documented that those with the capacity to intentionally cause harm to an animal have the same capacity to harm humans.

To state that this animal would have died eventually of natural causes is unjustifiable and beyond logical,rational thinking.

To allow Guillermo habacuc Vargas to represent Costa Rica in Bienal Centroamericana Honduras 2008 will in no way benefit Costa Rica,the world is watching and the actions of this so called artist has brought much negative assumptions as to the humanity of the people of Costa Rica and the fact that the many witnesses of this animals suffering did nothing and that the organizers of this event allowed this rather than taking action to see that Guillermo Vargas be criminally charged with animal abuse is sending the world a message that Costa Rica consists of a cruel,uncivilized society that has no regard for life but enjoys viewing and contributing to the loss of life.

Each and every person who knew of and witnessed the suffering of this innocent dog is equally as guilty of causing it's uncalled for death.
And to let this crime go unpunished and instead be awarded by Guillermo Vargas representing Costa Rica in Bienal Centroamericana Honduras 2008 is unacceptable and shameful not only to Costa Rica but to all participants of this event.

I urge you,do not condone the heinous actions of Guillermo Vargas by allowing him to participation in Bienal Centroamericana Honduras 2008.He should be jailed and prosecuted to the fullest extent of law for this animals death,not representing Costa Rica as an artist for he is not an artist and to refer to him as such is an insult to all true artists.

According to I knew the dog died on the following day by lack of food. During the inauguration I knew that the dog was persecuted in the evening between the houses of aluminum and cardboard of a district of Managua with santo name who Habacuc that could not need at the moment. 5 children of whom they helped in the capture received 10 bonds of córdobas by their collaboration. During the exhibition some people requested the freedom of the small dog, to which he artist rehuso. The name of the dog was (it was) Natividad, and I let myself to him die of at sight hunger of all, as if the death of a poor dog was a shameless mediatic show in which nobody does nothing else that to applaud or to watch disturbed. Definitively we are what leimos: pure croquetas. In the place that the dog was exposed single it has left a metal cable and a cord. The dog was extremely ill, renqueaba and it did not want to eat anyway, so in natural surroundings it had died anyway; but thus they are all the poor dogs: sooner or later they die or they die them.

HIVOS has no relation with the Central American Bienarte 2008 nor with artist Guillermo Vargas.

Response letter below from General Director Hivos;

"Hivos has been approached today by a great number of petitioners (including 'Stop animal torture for the sake of 'art') who call upon the development agency Hivos to prevent against the participation of Costarican artist Guillermo Vargas (Habacuc) at the Bienarte 2008, a Central American art manifestation to be held in November 2008 in Costa Rica. Hivos has already received a considerable number of requests from concerned citizens all over the world to undertake action. Hivos understands the commotion but wishes to declare that it does not provide any support to the Bienarte 2008 and it does not maintain any relation with this artist. Therefore Hivos is not in the position to undertake any action in this case. Hivos wants to stress that it would never accept the exploitation of animals for the sake of 'art'."

This is the content of emails I have sent regarding this. I used both my own words in combination with those of the suggested letter. My heart simply breaks to think that not only was this allowed to happen at all, but was condoned and ENCOURAGED by his choice as a representative for Costa Rica. It shows the depths to which people will sink in the name of money.

Dear Sir/Madame:

I am writing regarding the horrifying actions of Guillermo Habacuc Vargas,who paid local children to catch a dog on the street and then confined,starved and publicly displayed the dog as an "art" exhibit until the innocent animal died of starvation.

I am sickened and disgusted that this sadistic action not only was not brought to a complete halt, but is being condoned by selecting this man to represent the art of an entire country! We have enough cruelty to helpless animals in our world today without this intentional infliction of unbelievable suffering on this innocent animal. How on earth anyone can even begin to think this is "art" is beyond my comprehension as a human being. Starvation is an incredibly painful way to die. This "artist" should not only be banned from ever coming near an animal for the rest of his life, but HE should suffer the same fate as this dog. He and the people who chose him as a representative need to be held accountable for this horrific act. What are we teaching the future generations by displaying this torture in a public gallery and making a statement that it is okay to do it? We are telling future generations that an animal's life is not worthy of any kind of compassion. Is that the message you want to send to not only the children of YOUR country, but to the children of ALL countries?

How on earth can anyone who witnessed this even sleep at night after seeing what he did, never mind then your government going on to choose him to represent your country?? That poor creature suffered while FOOD was glued to the walls to torment him further as onlookers gawked at his suffering. Think how you would have reacted if it had been a child tied to that wall!! Torture of animals is merely one small step away from abuse of other human beings. Instead of throwing him in JAIL, he was rewarded for the very actions that humans have done that evolved over time into becoming serial killers!

My heart is broken for this helpless, voiceless animal and his suffering in the name of art. No serious artist on the planet would recognize this as art in any form. It is cruel, heartless torture and nothing more. This man needs to be brought to justice, not rewarded. The citizens of Costa Rica need to stand up in unison and shout from the rooftops that this man is a CRIMINAL.

I will send as many letters as I possible can and ask everyone I know to do the same until this horrific situation is rectified. Factory farming, fur farming, fois gras industries, leather, all of it is horrible enough. Now we are sinking deeper into the bowels of hell when we allow things like this to happen. These are God's creatures whom we were meant to care for and share this earth with....not to be used for our entertainment at the expense of their very basic needs. I will check every label from now on, as will any and all of my friends, and will never again buy another product from your country. I will do whatever it takes to see justice done for this precious creature.
