INTERNATIONAL-WSPA'S Whalewatch coalition has condemned news that Japan intends to test a new type of harpoon, designed to kill some of the most endangered whale species. The coalition continues to press the government of Japan and the International Whaling Commission, which met in St Kitts and Nevis in June 2006, to halt all scientific permit whaling operations on animal welfare grounds
