Behind the Olympic Spectacle: A Journalist's Walking Guide to the Persecution of Falun Gong in Beijing

 – To assist journalists covering the 2008 Olympic Games, the Falun Dafa Information Center released today a report providing detailed leads on 16 Chinese citizens detained or killed recently in Beijing and surrounding provinces for practicing Falun Gong.

At least nine of the 16 have died in police custody since the beginning of 2008 and several were persecuted with the complicity of local hospitals and educational institutions.
The report features the profiles of 16 individuals, ranging from a 33-year-old retail worker, to a 42-year-old musician, to a 67-year-old retired professor.

“Most of those traveling to Beijing this week for the Olympics have likely heard of Falun Gong and the Communist Party’s brutal campaign to crush it,” says Levi Browde, the Center’s Executive Director. “But few realize that the violence meted out against these peaceful believers has been so pervasive to have affected most neighborhoods in Beijing, including those within walking distance of Olympic venues, hotels, and prominent landmarks.”

The report includes the following:

* 16 profiles, each including a photograph of the individual, their address, their former workplace, the date of their detention, place of detention, names of alleged perpetrators, and a brief summary of arrest and treatment in custody, as available.

* The names of relatives and acquaintances living overseas who are available for interviews upon request.
* Interactive maps highlighting landmarks related to the individual cases and nearby Olympic venues.
* Brief responses to the most commonly asked questions about Falun Gong.

“We realize the challenges facing journalists seeking to cover a taboo topic like Falun Gong, but we hope this guide will assist them in overcoming these obstacles,” says Browde. “Telling the stories of the individuals relayed in this volume is vital for understanding China today, for they reflect not only the tragic human costs of a religious minority being brutally suppressed, but rather, the very real dangers any Chinese citizen might face at the hands of the Party-state.”

The Falun Dafa Information Center has received reports of at least 8,037 arrests of Falun Gong adherents across 29 provinces, major cities and autonomous regions since December 2007. Of these, over 500 individuals have been arrested in Beijing and at least 30 of them sentenced without trial to RTL camps for up to 2.5 years.

46-Year Old Woman Dies from Torture in Shandong Province-Site of the Olympics Sailing Competition in Qingdao - - 29 Jul 2008

 

NEW YORK (FDI) – The Falun Dafa Information Center has learned that a 46-year old woman who had been illegally arrested and tortured continuously for 21 days, died from her wounds and was cremated on June 21, 2008.

 

Xiao Sumin (肖素敏) was the 3,163rd adherent known to have died as a result of the persecution of Falun Gong in China, though it is expected that the actual number is many times higher.  Ms. Xiao was from Pingdu city in Shandong province; approximately 80 km north of Qingdao, site of the 2008 Beijing Olympics sailing competition. The province is also notable for having the fourth highest death rate throughout China for Falun Gong practitioners tortured by security personnel for their spiritual beliefs.

 

“Shandong province has been a dangerous place to be a Falun Gong practitioner. Ms. Xiao’s death reflects the communist regime’s inexplicable, baseless fears of Falun Gong,” says Falun Dafa Information Center spokeswoman Ms. Gail Rachlin. “These deaths cast a very dark shadow on the upcoming Olympics and violate its humanitarian principles.”

Sources within China stated that on May 30, police officers from the Pingdu City 610 Office unlawfully arrested Ms. Xiao Sumin and Ms. Sun Shujie. While the two women were held at the Pingdu City Appeal Office, their families were not allowed to visit them.

Sources further stated that Ms. Xiao was subjected to non-stop torture for almost two weeks, after which she was taken to Qingdao Haici Hospital in Qingdao city in critical condition. However, she never recovered from the effects of the abuse, and she died within three weeks of her hospital admission on June 21st. Her body was immediately cremated and her ashes were taken to her home. She is survived by a young daughter. Ms. Sun’s whereabouts are still unknown.

 

Prior Accounts of Violence

Sources revealed that Ms. Xiao was continuously persecuted since July 1999. She was constantly monitored and harassed by public security officers. On several occasions, Ms. Xiao was illegally detained during which she was tortured and beaten.  On one occasion, her head was slammed against the wall as guards took turns kicking and hitting her.

Ms. Xiao’s home was subject to frequent illegal searches, and her personal effects and cash were stolen or otherwise illegally confiscated by officers of the Pingdu City Police Department and the Guxian Town Police Station. In August 2007, while Ms. Xiao was unlawfully detained at the Pingdu City Detention Center, the guards planned to send her to a forced labor camp (also known as "re-education through labor"), but she went on a hunger strike to protest her illegal imprisonment. She was released only when her condition became critical.  Security personnel are often unwilling to take responsibility for the health of detainees.

Israeli Rabbinical Council Finds Chinese Regime Liable for Falun Gong Deaths

Calls participation in the Olympic Games

NEW YORK—In an unprecedented decision, a special Israeli rabbinical council ruled last week that the Chinese regime has been responsible for the killing of Falun Gong practitioners.
 
"On the basis of the accumulation of the various testimonies and indirect evidence, the International Court of the Nascent Sanhedrin, came to the conclusion that there were unnumbered cases of killing of innocent Falun Gong practitioners [by agents of the Chinese government], perhaps also out of consideration of material benefits derived from organ harvesting," said the court in a decision dated July 15, 2008.
 
"If the human rights issues are not addressed before the Olympic Games begin, we consider participation in them by athletes and by spectators and political leaders to be an indirect danger to world peace," it further stated.
 
The ruling was issued in response to a request filed by Israeli Falun Gong practitioners in July 2007. The Sanhedrin, an ancient council of sages re-established by several rabbis in Israel in 2004 as a source of Jewish jurisprudence, comprises 71 scholars of Jewish law and is headed by Rabbi Adin Steinzaltz. Its International Court, a subcommittee addressing international issues, put out the present opinion as a form of religious guidance and on the basis of Jewish law.
 
The court issued the decision after examining testimony and evidence brought before it by human rights experts, including the U.S.-based Human Rights Law Foundation (HRLF) and David Kilgour, former Canadian Secretary of State for Asia-Pacific and coauthor of an independent investigation entitled "Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China." Also appearing before the council were several Chinese victims of rights abuses, including the widow of a man tortured to death in Chinese custody after being abducted for practicing Falun Gong.
 
"As a Jewish child growing up in the wake of the Holocaust, I made a vow to myself at the very young age of 13, that if it ever happened again, I would do all I could to put a stop to it," says attorney Terri Marsh. "Now as a human rights lawyer and legal participant in this case, I thank the Sanhedrin for finding the courage and wisdom to expose and condemn the crimes perpetrated by the Chinese Communist Party against members of the Falun Gong faith in China."
 
Political Pressure and Olympic Implications

According to the rabbinical body, the Chinese government refused to appear before it, but did submit written and digital materials to refute the complaints. It also reportedly applied political pressure on the court to drop the case, but as a body independent of the Israeli government, the council did not heed the request.

 
To ensure the fairness of the proceedings without the Chinese government’s formal participation, the court followed a tradition of Jewish jurisprudence and acted “not only as an objective Judge but at the same time as attorney for the side which is absent,” thereby subjecting witnesses to cross-examination.
 
Having found the Chinese government responsible for the deaths of Falun Gong adherents, the court demanded that the Chinese government "assure the minimum of liberties as indicated by the seven Noahide commandments," that it implement a Chinese law passed in May 2007 meant to end organ harvesting without consent, and that it allow a coalition of international organisation's to enter China and freely investigate the Chinese government's compliance with the above mentioned commandments, considered to be the "Human Rights Charter according to the Torah."
 

Lastly, it stated that "if the human rights issues are not settled before the opening of the Olympics, participation in these Games may be understood to indicate indifference to human rights violations in China, and support for suppression," rendering such participation "an indirect danger to world peace."

NEW YORK – With one month to go before the Olympic Games’ opening ceremony, Chinese security agencies continue to arrest Falun Gong adherents throughout China in large numbers. In Beijing alone, hundreds have been arrested and dozens sentenced to labor camps without trial.

In recent months, the Falun Dafa Information Center (FDI) has received regular reports from adherents and their families inside China of door-to-door searches and arrests. According to statistics compiled from these reports, there have been at least 8,037 arrests of Falun Gong adherents across 29 provinces, major cities and autonomous regions since December 2007.The largest monthly total of 1,819 known arrests occurred in June, followed by 1,799 known arrests in May.

In Beijing alone, there have been at least 208 arrests across all 18 of the municipality’s districts and counties since December 2007. The majority of those arrested in Beijing are currently being held in detention centers in the city’s various districts. However, 30 are known to have already been sentenced without trial to “re-education through labor” camps for up to 2.5 years.

“The long terms show that these arrests are not about ensuring a ‘harmonious Olympics’ as Party officials claim,” says FDI spokesperson Erping Zhang.
“Falun Gong adherents pose no threat whatsoever to the games. The Olympics are being taken as an excuse to put them behind bars for years.”

The Center released today a list of names and details of 141 newly reported cases of individuals detained in Beijing since January 1, 2008 (list). Those detained include lawyers, accountants, retired workers, and parents of young children. There are dozens of others not listed here because the Center was unable to obtain sufficient details to allow for full verification.

The Center also released an update on the status of 67 individuals who were detained between December 2007 and March 2008 and whose arrest the Center had previously reported. (news) Since their detention, 16 individuals—almost one quarter of this group—have been sentenced to labor camps without trial. (list)

In addition to the large percentage sentenced to labor camps, other features of the campaign include:

* Door-to-door arrests: More than half of the 208 individuals in Beijing were arrested either from their homes, the homes of acquaintances, or from their workplaces. Local police or security agents typically detained the person unannounced and then, without a warrant, conducted a search of their home for any Falun Gong-related materials. The systematic nature of the arrests suggests the authorities are using a previously compiled list of local adherents. Many of those arrested had been detained previously for
practicing Falun Gong.

* “Olympic” geography of arrests: 36 adherents were arrested from Chaoyang District, home to the Bird’s Nest and Water Cube, set to host the soccer and swimming events among others; 28 were detained in Haidian District, location of the headquarters of the Beijing Olympic Committee as well as events such as basketball and volleyball. These two districts alone accounted for more than half of those sentenced to labor camps (16 out of 30).

* Short timeline: While the exact date at which a person was sentenced to a labor camp is not always known due to the lack of formal procedure, it is evident that the authorities are following a short timeline in doing so. In one case, a woman was arrested in mid April and sentenced to a labor camp for 2.5 years by mid-May; however, her family was only informed of the decision in June.

“A large percentage of people have already been sent to labor camps.  The dozens currently filling Beijng’s detention centers are at grave risk of wrongful sentencing and torture,” says Zhang. “It is now imperative that the international community leverage real pressure and stop these deplorable actions. The legacy of the 2008 Olympics must not be thousands of Chinese citizens languishing in labor camps.”

The Center is demanding the immediate release of all Falun Gong adherents, and calling upon foreign media stationed in China, particularly Beijing, to investigate these arrests.

In Beijing alone, there have been at least 208 arrests across all 18 of the municipality’s districts and counties since December 2007. The majority of those arrested in Beijing are currently being held in detention centers in the city’s various districts. However, 30 are known to have already been sentenced without trial to “re-education through labor” camps for up to 2.5 years.

“The long terms show that these arrests are not about ensuring a ‘harmonious Olympics’ as Party officials claim,” says FDI spokesperson Erping Zhang.
“Falun Gong adherents pose no threat whatsoever to the games. The Olympics are being taken as an excuse to put them behind bars for years.”

The Center released today a list of names and details of 141 newly reported cases of individuals detained in Beijing since January 1, 2008 (list). Those detained include lawyers, accountants, retired workers, and parents of young children. There are dozens of others not listed here because the Center was unable to obtain sufficient details to allow for full verification.

The Center also released an update on the status of 67 individuals who were detained between December 2007 and March 2008 and whose arrest the Center had previously reported. (news) Since their detention, 16 individuals—almost one quarter of this group—have been sentenced to labor camps without trial. (list)

In addition to the large percentage sentenced to labor camps, other features of the campaign include:

* Door-to-door arrests: More than half of the 208 individuals in Beijing were arrested either from their homes, the homes of acquaintances, or from their workplaces. Local police or security agents typically detained the person unannounced and then, without a warrant, conducted a search of their home for any Falun Gong-related materials. The systematic nature of the arrests suggests the authorities are using a previously compiled list of local adherents. Many of those arrested had been detained previously for
practicing Falun Gong.

* “Olympic” geography of arrests: 36 adherents were arrested from Chaoyang District, home to the Bird’s Nest and Water Cube, set to host the soccer and swimming events among others; 28 were detained in Haidian District, location of the headquarters of the Beijing Olympic Committee as well as events such as basketball and volleyball. These two districts alone accounted for more than half of those sentenced to labor camps (16 out of 30).

* Short timeline: While the exact date at which a person was sentenced to a labor camp is not always known due to the lack of formal procedure, it is evident that the authorities are following a short timeline in doing so. In one case, a woman was arrested in mid April and sentenced to a labor camp for 2.5 years by mid-May; however, her family was only informed of the decision in June.

“A large percentage of people have already been sent to labor camps.  The dozens currently filling Beijng’s detention centers are at grave risk of wrongful sentencing and torture,” says Zhang. “It is now imperative that the international community leverage real pressure and stop these deplorable actions. The legacy of the 2008 Olympics must not be thousands of Chinese citizens languishing in labor camps.”

The Center is demanding the immediate release of all Falun Gong adherents, and calling upon foreign media stationed in China, particularly Beijing, to investigate these arrests.
