At el Parque de las Ciencias (The Science Park), a zoo in Bayamón, Puerto Rico, the animals endure terrible conditions. In fact, the zoo barely even meets the minimum standards set by the Animal Welfare Act (AWA), yet it remains open to the public...
I was trying to gain the support from those in PR to get involved in helping these animals.
I was able to get in contact with a Vet (Dr. Sosa) that worked at this zoo until last January.
I had a chance to ask him about some of the USDA reports, and basically, what he said is that the mayor/city does not give them much money to do anything for this zoo. They pretty much do the bare minimum and what is necessary to comply with the bare minimum of standards under the Animal Welfare Act.
The cages are from 1986 and have not been updated since then. The only thing they have changed is the outside wiring of the enclosures.
Sadly, when an animal is confiscated (from someone who ilegally had it), it usually ends up at this zoo.
The vet called the zoo "obsolete" and is not against my petitioning to the mayor for change. He agrees that there can be so much improvement for these animals (especially for the alligator and the cayman). The zoo by his definition is obsolete because people do not visit as much as they used to so they are not generating any money for these animals either. He just wanted to assure me that (while he was there) they tried to do all that they can under the minimal resources they get from the city, which sometimes is so little that the biologist on staff buys things for the animals out of her own small salary.
The way these animals are being kept are very primordial conditions and only upkept to please the most minimal requirements set forth by the Animal Welfare Act.
So, today, I ask you ALL to please help these animals. Ask the mayor to DO SOMETHING!!! Please sign the petition and send him letters asking him to build these animals new enclosures OR SEND THEM OFF to places who can offer them the right conditions in which they can spend the rest of their lives...The animals that are confiscated on the island should not be send to such a deplorable place either...how is this any fair to any of these animals???
The mayor just spent 3million on a new Golf Course in the city...what about the animals? These are living beings and should be a priority!
.
...I just found out that the city printed my letter within their monthly newspaper which goes out to all the people of the city. However, they did not add a response...SO they do get your letters!!! Keep sending them in!! Demand answers and action!!!
Cockfighting will be allowed from 9am to midnight every day and up to 50 fights will be allowed in this time frame. This will increase the farming of these animals to supply the high demand that this will have. People involved in this are also eligeable to collect monetary assistance from the government.
Send Letters to the Governor explaining that he has truly signed in support of animal abuse and cruelty. He has also signed on behalf of monetary gain without considering the desensitizing impact that this will have on future generations, which will now see a 'blood sport' involving the disrepect of living beings in a positive light. He should be ashamed that while many states have banned cockfighting but that Puerto Rico has actually claimed it as a traditional and cultural experience.
Just because something is tradition, does not make it right in today's world when we know so much more than we did. Instead of going backwards, Puerto Rico should be moving forwards with time!
Let's not forget that a nationa should be judged by the way it treats its animals...what does this say about the moral progression of Puertio Rico and those who supposedly lead the country?
I apologize if you have received this message already...I urge you that you please take the time to read this message.
It has been suggested that my signature goal may be a bit high, so I wanted to take the time to explain why I am so adamant in seeing change for these animals in this disgusting zoo and why I have set the goal that I have.
Over 4, 000 people will receive this email through my network, but how many will sign? I am grateful for all the signatures I have gotten so far, but out of all the groups I post on and all the messages I have sent out, I am lucky to even get one signature a day.
What is so wrong with my petition? I have pictures, documents, updates, responses from the mayor and still I get no reaction from many on Care2...Is it not worth anyone's time?????? I see orgs posting their petitions to save animals in zoo's all over the world and they get thousands upon thousands upon thousands of signatures, so why are animals in Puerto Rico being ignored?
I have set a goal of 10,000 to be able to get the attention of the mayor, governor, and media of Puerto Rico. They can ignore me - one person, but they can not ignore a multitude of people who choose to give animals in PR a voice.
They have violated my rights, prevented due process, ignore my phone calls and letters, they brake laws because they do not even know their own laws and regulations (Law 67 that protect animals in PR...ask any of the police men - most dont even know it exists) so they dismiss animal cruelty cases in court b/c they just don't care about animals.
The police in the area where this zoo is located laugh at the thought that someone would bother them with a complaint of animal abuse. If they refused to attend me and I had two PR police agents with me, how do they treat the lone citizen who might call or come into the police station with a complaint of animal abuse and cruelty?
At this moment, they are trapping or as the newspaper quoted agents from the Agriculture and Government stated 'erradicating' monkeys on the island that managed to get to PR naturally many years ago, shooting them or poisoning them because they feel they ruin their crops (see here:http://www.endi.com/XStatic/endi/template/nota.aspx?n=229772)
There is a huge problem with strays which the government refuses to address seriously....many of these end up poisoned (tres pasitos - an illegal substance commonly used to do the job - Click here )by those that are not tolerable of their presence (that is if they don't kill them in some other horrible way or they just dont die of starvation). Take a look at this page Click Here - then Click on the link labeled 'Sato Point of View' A sato is a stray animal (warning - several of the pictures are graphic).
So, why do I ask for such a high number of signatures?
Because 10,000 sigs would let them know that people all over the world cared enough to sign for these animals. Puerto Rico relies heavily upon tourism...knowing that so many world-wide are aware of the way the treat animals would hopefully cause them to react.
All I ask for is your signature to help these animals!
Please sign if you have not done so. Forward Widely- as I am trying to get as many signatures as possible to help these animals.
I have some new actions that you can take on behalf of these animals. The police tried to intimidate me and keep the conditions that these animals are in quiet, but I think that with your help we can get this out there to the media. After all, there is much power in a group of individuals working towards the same goals.
Last I was informed, the mayors office had set-up an appointment to meet with the animal protections officer that was going to represent me in the case, and I was successfully able to file a formal complaint against the police offciers that tried to intimidate me for bringing the animal's sotuation to light in fear that I would smudge the mayors reputation when elections are only a year away....
PLEASE HELP!!!!
Action#1 Please write the Tourism Company in Puerto Rico and tell them that animal crueltyand the outward violation of human rights is NOT good business for an island that relies heavily upon tourism.....
Tell them that they should be ashamed of the way animals are being treated in Puerto Rico and until these animals are taken care of properly, that you will spend your money elsewhere....
Let them know that people world-wide care about animals and the way they are treated!
Action #2 Email newspapers in Puerto Rico and the US and let them know what goes on on the island....
Please change the wording and add your own perspective of what happened and of the conditions in which the animals are being kept in.
SAMPLE LETTER by Michele S.:
I have recently become aware of a situation in Puerto Rico that I
believe you, as a respected member of the media, will find worth reporting to
the general public. The case is now under investigation!.
Please take the time to inform the public of the misconduct that has taken
place at the Baymon,North Police Headquarters on Tuesday,May ,22 ,2007. On this date,First Lieutenant Victor Bernabe Diaz along with officer Carlos.L.Quinones, both of the Bayamon North Police Headquarters, refused the rights of biologist and citizen of Puerto Rico, Julia Feliz, to file a formal complaint against the Parque de las Ciencias in Bayamon regarding the deplorable conditions in which the parks Zoological Center is keeping animals.
First Lieutenant Diaz and Officer Quinones chose to ignore the law to protect the municipality and not only violated the rights of Julia Feliz, who was accompanied by a Police officer from the south side of Puerto Rico as well an animal cruelty officer from The Society for the Protection of Animals of PR,located in Ponce ,Puerto Rico, by their refusal to assist a citizen in filing a formal complaint they were verbally hostile and insulting towards Ms Feliz, her credibility as a biologist was questioned, even though Ms Feliz had well documented facts in regard to her complaint.
First Lieutenant Diaz and Officer Quinones blatantly said that it would not be a good time for bad publicity for Mayor Ramon Luis Rivera Cruz, the mayor of Bayamon, as election time is in about a year.
I have seen pictures of the zoo in Bayamon and I feel disgusted that such deplorable and unkept so called zoos still exist in times where we recognize that animals need more than just a bowl of food to survive. Clean water, spacious and naturalized enclosures, and appropriate conditions should be common sense for an institution that calls itself a zoo.
I believe that you,as a respected member of the media, will agree that this situation is in need of public awareness. To ignore this would be to condone the actions of First Lieutenant Victor Bernabe Diaz and Police Officer Carlos.L.Quinones allowing them to continue violating the rights of the citizens of Puerto Rico in order to support their own political agenda.
I sincerely thank you for your time and attention and have faith thatnyou will use your position within the media to inform the public of this situation.
If you are able to BCC (blind carbon copy) me at respectanimals@hotmail.com , so I know how many emails have been sent or send me a message to my care2 address or reply to this share.

Here is another action you may be able to take to help them:
Yesterday, I contacted as many newspapers as I could in PR (I've yet to hear from them) about the petition asking them to please let Puerto Ricans know about the situation that these animals are living in and about the USDA citations...To help - You can send an email to the same newspapers and ask them to take notice of this petition and these animals - Puerto Ricans need to take action and help these animals!
Newspaper that I got in contact with & their email addresses:
El Vocero opinion@vocero.com El Nuevo Dia (The New Day) opinion@elnuevodia.com (this email is for readers to write their opinion on something and they will usually publish the letter).
Address: Casa Alcaldía Bayamón Box 1588 Bayamón, Puerto Rico 00960
If you click on ''Recreacion'' on the Bayamon website, you will see a link to EL Parque De Las Ciencias (notice how they do not have any photos of the zoological part even though it is mentioned as one of the attractions...) - Could it be that they are embarrassed?
Thank you everyone!
Please feel free to contact any of the newspapers and the city of Bayamon for these animals. For photographic proof, they can be directed to the petition.
