As you have probably heard, a backroom PATRIOT Act "deal" has been reached among the four Republicans who filibustered the PATRIOT Act reauthorization bill last December and the White House, which gave up only minor concessions. Read the Washington Post story, here. Karl Rove and Dick Cheney are using both the carrot (Republicans win by making national security an issue.) and the stick (Karl Rove threatened to cut off Republicans from White House reelection assistance if they criticize the administration's authorization of NSA warrantless wiretapping.).

What to do: Keep the pressure on, and ask your friends and contacts to do the same! Commit to making at least one phone call each day to one of your senators or your representative. Find contact information here, or call the Capitol switchboard at 202-224-3121 and ask the operator to connect you. Ask for a filibuster and for the changes needed to bring the PATRIOT Act in line with our Constitution. None of the changes we listed in our national call-in day talking points have been made, so they all still apply: http://www.bordc.org/threats/call-in.php. Our friends at the National Priorities Project have just put together a new analysis of the President's Budget for fiscal year 2007. We hope your group will look at their web site and read over the new material.

With the approach of the 3rd anniversary of the war in Iraq and the upcoming request from the Bush administration for upwards of $100 billion more for the war, this is an excellent time to be highlighting the local costs of the war. The materials prepared by the National Priorities Project can be very useful in that work.

The Bush administration released its budget request for fiscal year 2007 on February 6th. It proposes deep cuts in domestic programs, totaling a $15 billion loss in non-security domestic discretionary spending.

NPP has just released "The President's Budget: Impact on the States," which provides a brief publication for each state with an overview analysis and local numbers showing the impact of the proposed budget.  The publication addresses seven different programs or issue areas: food and nutrition; community development; the environment; Head Start; Low-Income Home Energy Assistance Program (LIHEAP); education and community policing.

While the administration claims that the proposed cuts are necessary to reduce the deficit, the budget would make the 2001-2003 tax cuts permanent, which would reduce revenues by $1.7 trillion over the next decade.  The budget also does not include complete funding for the Iraq or Afghanistan wars, which could add another $70 billion to the deficit.  Excluding war spending, the Defense Department budget would increase by 7 percent.
