I don't understand why it is so hard to get signatures on petitions that will benefit kids, our future, our blessings, and our life.  

I understand that this law has some slightly confusing aspects (e.g. where will the money come from). Hopefully the money will come straight from the offenders. Maybe the whole prison sysytem can be redesigned to suite a prgram for offenders that victimize children (I am going to have a fund raiser that will pay for the research of looking into this, but that will take years). On the other hand, if we, America, will stand up and take care of these children today, WE WILL REAP the Benefits tomorrow.

I have dealt with so many addicts, institutionalized woman, and dysfunctional families that were victims of abuse when they were children.  Most of the adults that lead dysfunctional lives today were victims of abuse. If we do our best to help child victims heal today our society will thank us for it tomorrow by having healthy citizens to work, guide, and run our country.

Take a stand, please?!

There is need for this law! Please stand up and help make a change!

As I sat in court, I heard yet another sad story of parents abusing their children. The Grandparents had the children for the last 15 months. The children had gone to visit them and started talking about what the Dad was doing to them. Come to find out it was also the Mother (mostly sexual stuff). They took the children (3 of them) and all was ok. The parents are on bond until the trial. While these babies were staying with the grandparents, the state  (DC  decided that supervised visits (with the biological parents) at the park would be appropriate. NOT! The grandparents placed the children in foster care because they could not handle the thought of what would happen to them on a visitation.

Who knows where this story goes? Where will these babies end up? How will they heal and learn to trust the world that surrounds them?

I hear these stories all the time. Maybe I hear them as God's little way of telling me to keep pushing for this law. I have let it go a couple of times because no one is interested. I am NOT going to stop until it is a law.

Cierra's Law; Providing victims of parental child abuse with financial support.

 I propose that upon conviction and sentencing of a parent that turned their own child/children into victims, an amount is set for that offender to pay as restitution to the victim and family. The cost of raising a child is approximately $150,000. All children need and deserve financial support. When these children are turned to victims they are not only left behind; They are being left out.

 The amount of restitution needs to be based on the age of the child and the extent of abuse inflicted upon the child.

The offenders of this nature need to be placed in a special work program that will allow them the ability to pay as much as possible

toward the restitution.

 When a parent is incarcerated for abusing their own child the victim is left to function in this world carrying the scars of trauma inflicted upon them by that parent.

 The offender is given to incarceration where he/she will receive three meals a day, a bed to sleep, clothing, health care, dental care, an education, leisure activities, counseling, and any other service deemed as necessary. The program the offender receives is set up to ensure he/she will obtain all services.

The victims and families, on the other hand, are expected to get the services while maintaining performances at school, work, home, and in the community. The primary caregiver is expected to hold this family together while providing for them as well. When children are traumatized they will suffer from an array of emotional disturbances that therapy does not fix quickly enough for the family to function. The caregiver will be faced with several family-work conflicts among finding the time to provide the much needed therapy for the victim and family.

I am sure the legal system is not fully aware of these resultant effects that are, as of now, set up to care for the offender and drop the victim and family. This is happening to our future. We protect them by locking up the offender and then expect them to pick up and move on with no support.

 Why is it our business to try and make a change? Let's take a look at the long term effects of parental abuse. We are once again talking about our future. These little victims will become an active part of society. This is our America! If you look at the numbers of prostitutes, alcoholics, drug addicts, murders, prisoners, rapists, robbers, abusive parents, and even women that stay in abusive relationships you will see that most of them were victims of abuse and neglect as children. (Administration for Children and Families, Department of Health and Human Services; ChildHelp 2006), finds that:

  80% of young children that had been abused met      

  • the diagnostic criteria for at least one psychiatric

disorder at the age of 21 (including depression,                                                      

anxiety, eating disorders, post-traumatic                                                                  

stress disorder)

  • Abused children are 25% more likely to

experience teen pregnancy

  • Children who experience child abuse and neglect

are 59% more likely to be arrested as a juvenile,

28% more likely to be arrested as an adult, and

30% more likely to commit a violent crime

  • Nearly 2/3's of the people in treatment for

drug abuse reported being abused as children.

  • 36.7% of all women in prison and 14.4% of

all men in prison in the United States were

abused as children

  • One third of abused and neglected children

will later abuse their own children, continuing

the horrible cycle of abuse

 These victims will become an active part of our society. When we provide financial stability and wrap around services (as the offenders receive) these victims will stand a chance to become a positive force in our society; they can learn to be survivors and thrive on life. They will stand a chance to learn how to give back. Without these services they stand more of chance of taking from our society by drug addiction, welfare, mental illnesses, prostitution, breaking laws, and simply lacking the ability to hold a job and stable life.

 Just how many little Americans do you think live a life of abuse and neglect?      

(Administration for Children and Families, Department of Health and Human Services; ChildHelp 2006), finds that:

  In 2003, there were 906,000

    child abuse convictions

    • 1,500 children die every year from

    child abuse

    • Of the reported rapes of children

    under the age of 12 years old, 90%

    of the victims knew their perpetrator

     Our children have a right to recover, heal, and grow to be happy people. Our society could only benefit from this type of law. It is a no loose law. Our children and families receive what they deserve to heal and America reaps the benefits of healthier citizens that were once abused children. We, the citizens of America, must pass a law to provide financial and community support in order to change the current, resultant effects of parental incarceration caused by parental child abuse. This is America, Our America!
