Amendments to the Constitution of the United States of America
To Preserve and Protect the Rights of the Common Citizenry and,
put an end to Conflicts of Interest from within our Congress and our Legislative bodies of our Government, and to Protect the American Public.

We the Undersigned Citizens of the United States of America in order to preserve the Rights granted to us by our Constitution and the Bill of Rights believe that the following Issues must be addressed, and changed Respectively as additions and Amendments to Our United States Constitution.

[Amendments 28 - 38 Respectively]


Issue 1. Bill Riders,and unethical changes to Bills that are passed.

By allowing Laws to be included and Passed by piggy-backing them onto an approved Bill is unethical, and fraudulent, and shall no longer be Allowed under this Constitutional Amendment. Clear, concise wording shall be required on all documentation, so as not to be misleading in the purposes of the Bills to the Citizens of the United States. Misleading the Citizens by use of any Media will be considered and handled as Fraud, including but not limited too Notations on Bills that have passed stating to ignore any or part of said Bill added by any President. All Bills shall be taken as they are written, and passed. No signing statements shall be upheld.

[a signing statement is a presidential footnote attached to a law passed by Congress. It instructs the executive branch on how to interpret the law, essentially giving the president line-item veto power to cherry-pick provisions of law to be followed or ignored,]

All Bills shall be required to have approval of the American Voters, whether they are in the United States, or Overseas by means of a Unified Vote by and of the Citizens of the United States of America to be held every 2 years and/or on an as needed basis. This is not limited to States, and applies to all Legislative bodies. All future Laws will require a vote, with All the facts on the proposed law made evident to the American Public in straight language that can be fully understood. No misleading jargon will be allowed, any fraudulent attempts to mislead the U. S. Citizens on any proposed law will become a Felony and Shall be punished as such. Full disclosure of all the facts pertaining to any and all proposed laws will be mandatory.

Congress shall vote for, and enact the Laws of the Popular votes of their districts, without personal bias, or change, that is not first approved by the American People.

The Popular Vote for Presidential Candidates will be the deciding/winning vote.



Issue 2. Our Right to Privacy as it pertains to our Homes, and yards, Common Usage and Undue Hardships

State Laws shall abide by the Constitution. Our Right to the Privacy will not be breached. State Agents in their performance of their duties as Inspectors are to knock and/or ring the doorbell prior to all Inspections to the Premises,  and have direct contact with the Person or Persons who are Legally Responsible for giving permission to Inspect, and Serve Written Notice Notarized by the Neighbor/Complainant. It is not the job of the Inspector to file a Notice of Grievance, but that of the person or persons with the actual grievance. Anonymous tips in Civil Inspection cases are hereby considered hearsay, and shall no longer be used as a tool for harassment. Only the Complaint listed shall be investigated in all cases, and unless there is an immediate danger to life or limb, any others shall only be means for warning with the reasons for that particular code stated, and not acted upon. All Common usage of our Carports, Driveways, Patios, and Storage, and any other portion thereof shall not constitute a code Violation in itself, and only enacted on if there is Immediate Threat to life or limb.

Example: Working on a personal vehicle in itself is not a Violation as it is Common Usage throughout America, but Storage of the Gasoline in a Hazardous way can be, and failure to use caution when dealing with Hazardous materials can lead to fines, and/or Negligence Charges if an Injury occurs due to this negligence.

A Privacy Hedge and/or Fence shall be respected as such and shall not be breached, trespassed against, entered, or disregarded in the case of an Inspection, or for any means other than as deemed appropriate in a Criminal Investigation without the consent of all parties involved. This includes Protecting the Right to Privacy expected by a Celebrated figure on their Properties or that of others.


Our Right to face our Accuser shall be upheld in all Civil matters especially as it pertains to our Homes and the upkeep thereof, by means of a Notarized Notice of Grievance served in person to an Owner/Occupant by an Authorized Agent and/or Inspector.
Undue Hardship is clarified in this Issue to Protect the Rights of the Citizens of the United States from injurious behavior of an Agent/Inspector.

A Citizen of the United States must comply with the Notice of Grievance within 25 days, or  make it be known to the Inspector within the 25 days that they are going to file for an Undue Hardship.   An Undue Hardship must be filed within 45 days of the Notice of Grievance. All Documentation/Evidence and/or Proof should be filed with the Undue Hardship by the end of 60 days.

Exemption shall be given in cases of  'Extreme Hardship' with Evidence proving the need and a 'Cease and Desist' Order filed by the 'Inspection Services' against the City, Municipality, Township, and or State with Evidence proving the 'Cause' for this Order until determination can be made in the form of an 'Appeal' with the Board of Adjustment and/or Zoning Commission.

Mental, Physical, Economical, and Emotional factors of the Accused Violator shall be used to determine eligibility, and to determine whether assistance is needed.
 
[Assistance can be provided by the Courts as an alternative to jail time for Petty Offenses particularly Traffic Offenses, as long as there is no abuse, history of Abuse and/or theft or history of theft involved in the Offense]

Fines may be assessed after 45 days of non-compliance if neither of these conditions are met.

Legal Documentation must be provided in all cases to prove the need for an exemption due to Undue Hardship  unless it is deemed to be Weather related.

Example of Weather Related
Pulling weeds from a sidewalk, mowing a West facing lawn, etc... in 80 degrees can lead to Heat Stroke and Death, especially for an Elderly person.

Common Sense Practices shall be utilized to ensure the Safety and Well being of the United States Citizens. The Building Codes were implemented to Protect our Citizens from loss of Life or limb, and from harming Ourselves and/or Others so it therefore should not be misused in such a way as to be injurious.



City/Neighborhood Code Inspectors shall Investigate and inspect our Government buildings and Roadways  for code compliance and safety, and brought up to code if they are outdated, not in compliance, or unsafe.  Safety Issues shall come first.

Examples are endless:  The Highways, Bridges, or any other Government type Structures should not collapse, or be in disrepair. Firehouses and other Government Buildings should be equipped with Smoke Alarms, etc... School busses should be equipped with seatbelts.


Issue 3. The Electoral College

We do not believe that this outdated system of counting Votes has proved useful to the American people.  We are no longer just the original Territories and have expanded into States that should be respected, and counted as separate entities, and tallied thusly.
All Votes shall be counted with the Popular Vote being the Elected Vote. This is the Will of the Citizens of the United States of America.

Issue 4. Conflict of Interest

Favoritism when enacting laws for Corporations will not be allowed. It is Unethical and inappropriate. Corporations, lobbyists, etc... will no longer be allowed to sway the votes of our Congress with the use of Gifts, Gratuities, Trips or any other means of bribery, including but not limited to Scholarships, Jobs, or other special handling of Relatives of  our U. S. Representatives. Representatives meaning anyone that helps to make our Laws. This does not apply to the Janitor, as an example unless the Janitor has a direct Marital, Biological, or personal friendship link to our Lawmakers. This pertains to all of the people in Power in our Government, including the Lawmakers of each State. Kickbacks are Prohibited, and can be Prosecuted as Unlawful Enrichment, Fraud, or any other Crime as deemed appropriate and pertaining to it on a Case by Case basis.


Issue 5. The Care of our Poor and Elderly.

Social Security and Medicaid/Medicare shall no longer be cut for any reason at all without the Vote of the Citizens of the United States.  This fund should be growing, and raises in payments to the Elderly shall be voted on every 4 years.  There will be no taxes taken from these Entities for any purpose whatsoever. Cutting funding to Doctors or other Caregivers and/or Healthcare Providers shall be Prohibited as it pertains to these respective groups.

Issue 6. Congressional raises - Unlawful enrichment.

Congress shall no longer have the Power to vote themselves raises. Raises will be voted on by the people of the United States. This shall also apply to Local Governments for each State respectively. This Pertains to the people in Power, not the clerks, etc... unless there is a direct Marital, Biological, or personal friendship link to our Lawmakers. Raises deemed unsuitable for these, and any Government Employees shall be reviewed with all the facts made Public, for scrutiny and possible vote if it's deemed appropriate by the People of each State Respectively and the United States as a Whole as it pertains to the Citizens.


Issue 7. Foreign Aid.

Foreign Aid Shall not be given without the Mandatory vote of the U. S. Citizens, with all the facts being given truthfully as to its purpose.  From this day forward the Health, financially or otherwise of the United States Citizens will come first and foremost. There will be no more Foreign Aid in the terms of Monetary gains acceptable unless it is the Will of the People of the United States.  At times of Crisis in the United States all monies will be used to Aid the U.S. Citizens first.

Issue 8. Supreme Court Judges

The Law of the Land is not the Supreme Court Judges, but rests with the United States Constitution, Bill of Rights, and the Will of the U.S. Citizens collectively. No Judge shall uphold a Law or Statute that does not conform to our Constitution, or Bill of Rights against a U. S. Citizen whether it be localized by a State, or by Federal Decree. No Statute or Law can be designed to take away the Rights that are given to us in the Constitution or the Bill of Rights. Any Judge  who subordinates the Rights of U. S. Citizens for Corporate Entity's or any other reason shall be dismissed immediately, and then replaced by the vote of the American Public. Supreme Court Judges will be Voted into, or out of their Respective positions every 4 years by the American Public. Their Records shall be fully disclosed prior to the Vote as with all other Officials  of the United States Government. Nominees shall be voted on per State by the Citizens of each State respectively with the Popular Vote being the Deciding Vote..



Issue 9. The taxing of U. S. Citizens and Corporate Entities.

Tax Breaks and Incentives are for U. S. Citizens  to further  themselves and their families. Small businesses are key to stimulating the Economy with the Production of new jobs and wares. Grants and Loans for New Businesses and/or Small Business Entities shall be a priority. Help with Business Plans shall be available through the Small Business Association.
Corporations making 1 million dollars or more in a fiscal year do not qualify for Grants of free money. Loans that are made to these  Corporations are to be paid back, with interest, and in a timely manner, including but not limited to Corporations Overseas with the Interest being used as funding in the form of Grants   for New Businesses and/or Small Business Entities.
All loans to Overseas Corporations will have to be approved by the Citizens of the U.S. with Full Disclosure.



Issue 10. FDA, Imports, and other Health and Well being Problems.

Dangerous Medicines, Foods, and other Imports shall be thoroughly scrutinized and tested  before they are allowed to be sold to the American Public. Testing for Lead, e-coli, bovine spongiform, encephalopathy, and all other known Health risks shall be performed prior to the sale to the American Public of all Products in the U.S. and from abroad. This is Mandatory.  Any misleading studies as to the safety of such items will be Prosecuted as Fraud. Deaths associated with these shall be considered to be Prosecutable as Manslaughter and/or Murder for hire depending on the Unique circumstances of each case, on a case by case  basis.

The definition of Drugs and Homeopathic Medicines
A Homeopathic 8remedy that has not been Previously discovered as harmful, and has been used harmlessly for 15 years or more is not to be mistaken for, or classified as a Drug for the Profit of the United States Government, Drug Companies, or any other Entity trying to limit the usage of such remedies over  conventional Drugs. Testing should be done to approve or to disprove these remedies, and to add safety precautions where necessary.





Issue 11. Our Right to Petition

Petitions: All Laws prohibiting, banning, or otherwise restricting the use of Petitions shall be stricken from the Laws immediately. The Constitution gives all U.S. Citizens the Right to Petition for Judicial Revue and Redress of Grievances. This is the backbone of our Society,  and one of our duties as U. S. Citizens.
Citizens shall have the Right to Amend the Constitution by means of a Petition and a Vote of the People with the Majority of votes determining the outcome of the Proposed Amendment.
