Criminal proceedings cannot take place without going through the proper channels with a Civil suit first. They rarely file Criminal charges anyway, and most of the Penalties turn out to be fines against the Infringer.
The links can show you this, $2500 fine I believe? Maybe per instance, possibility of a deferred Judgement, etc... If too much time has gone by it is always up to their descretion as to whether or not any 'Criminal' charges will be charged in any case. You're worried about nothing. The Criminal Laws are already stricter than they were but, 'No criminal charges can be filed', etc... Civil first.
The threat of Criminal Prosecution has been laughable. I would like to see it as a deterrent instead. I don't want to see anyone go to jail, I want to see the Infringement stop, or at least drastically slow down!
Also, Congress has already seen this a few years ago, but I was the only Petitioner so it went nowhere. I did get emails from some pretty understanding Senators that wanted to stay informed.

I just re-read your post with a little more clarity. This Petition is not all inclusive. It deals with Copyrights specifically. Has nothing to with anything else, Murder,Robberys, etc... or the Laws that are put in place for these crimes.
Each Law has its own 'Statute of Limitations' and is a seperate entity. When laws are changed each one has its own set of 'Civil' remedies and its own set of 'Criminal' remedies.
My Petition is specifically for Copyright law only and deals almost totally with 'Civil'. It suggests that 'Criminal' proceedings should be stricter, but makes no attempt to change their methods of prosecution on this law, and only this law.
If we can sue at any time for Infringement, that's a stronger deterrent. We have to be able to prove our case in court, either way. So if too much time has gone by some people may not file suit anyway, but it should be our choice, not theirs!

I was told that the reason they won't change this Law is because they don't want to be inundated with lawsuits.
So how many people are there that have had their 'works' stolen that couldn't stop it from happening, or collect when it did? Obviously, I am not alone.
They know what they're doing, and I think the Laws should be changed. If Infringers knew that we could sue them at any time, it will make at least some of them think twice before stealing our 'works.' Without the Lawsuits and no criminal charges, there are no deterrents at all.
