Watch CTV local news tonight for the final coverage of Finnegan. He can no longer walk and is in great pain.

Finnegan's far too common story illustrates what AAS has been saying for ten years: that the SPCA does not apply the same standard to single, lonely chained dogs that it uses when it makes high profile seizures from puppymills and farms.

His sad story illustrates the lack of laws protecting dogs from lives of torment on chains and in pens, that if in place would have made it possible to save Finnegan.

Finnegan's death can be the catalyst for legislative change.
