A hot-mix plant, working for a Commonwealth Games infrastructure project, was sealed in this Haryana district Wednesday by the state pollution control board for allegedly violating the pollution norms, an official said.
Initially, when officials of the board visited the hot-mix plant, they were manhandled by the workers there. Therefore, the board officials had to seek police assistance while sealing the plant.
According to the officials, the hot mix plant, owned by the Amethi-based M/s. Shakeel Haider Engineers & Contractors - SHEC company, was established at Sarai Khatela village in Palwal district around four-five years back.
'This hot-mix plant is on the GT road, which is in violation with the Supreme Court's guidelines. We had complained about it and the authorities had sealed it. But the owners of this hot-mix plant are very close to Rahul Gandhi (Congress leader) and are working hand in glove with the government, ' Naresh Kadyan, the complainant and an environmentalist, representative of the International Organisation for Animal Protection - OIPA in India, founder chairman of the PFA Haryana told IANS, he further demanding dismissal of SDO Rajinder Sharma, who is a key responsible official of Haryana Pollution Control Board.
'They recently got a contract of road construction from the CWG. Therefore, two days back (Monday) they broke the seal and started their operations. Earlier also, they had broken the seal and the pollution control board remained a mute spectator to it, ' Kadyan said.
Rajinder Sharma, sub-division officer of the Haryana State Pollution Control Board, said: 'We have again sealed the hot-mix plant. Yes, we have got some complaints against them and are looking into them.'
However, the police are yet to register a case in this matter. दिल्ली-आगरा राजमार्ग पर पलवल में सराय खटेला गांव स्थित हॉट मिक्स प्लांट पर्यावरण नियमों को तोड़ कर चलाया जा रहा है। हालांकि प्रदूषण नियंत्रण विभाग ने प्लांट बुधवार को सील कर दिया था। शिकायत मिलने पर प्रदूषण नियंत्रण बोर्ड कर्मी पुलिस की सहायता से फिर से प्लांट को सील करने गए थे, लेकिन प्लांट के कर्मियों की उनके साथ हाथापाई हो गई, जिससे प्लांट सील नहीं हो सका। पुलिस को शिकायत की गई है, लेकिन अब तक मामला दर्ज नहीं हुआ है।
बार-बार सील तोड़ प्लांट चलाने के विरोध में पर्यावरण कार्यकर्ता नरेश कादियान ने शनिवार को मुख्यमंत्री की वेबसाइट पर इसकी शिकायत की। इसके बाद हरकत में आए हरियाणा राज्य प्रदूषण नियंत्रण बोर्ड और पलवल सदर पुलिस के अधिकारियों ने प्लांट के मालिकों के खिलाफ एफआईआर दर्ज करने की प्रक्रिया शुरू की है।
अंतरराष्ट्रीय पशु रक्षा संगठन के भारत प्रतिनिधि व पीपुल फॉर एनिमल हरियाणा के अध्यक्ष नरेश कादियान की ओर से हॉट मिक्स प्लांट के खिलाफ 31 अगस्त को शिकायत की गई थी।
उनका कहना है कि प्लांट से पर्यावरण को भारी नुकसान पहुंच रहा है। यह उच्चतम न्यायालय के आदेश की अनदेखी है। नियमानुसार हॉट मिक्स प्लांट को हाईवे से डेढ़ किमी दूर होना चाहिए, जबकि यह हाईवे के पास है। प्लांट के संचालक की बोर्ड के अधिकारियों से कथित मिलीभगत है, जिससे सील के बाद प्लांट पुन: चालू कर दिया जाता है।
उन्होंने मांग की कि इस बाबत प्रदूषण बोर्ड के स्थानीय अधिकारियों के खिलाफ कार्रवाई की जाए व जल्द ही इस प्लांट को सील किया जाए। साथ ही सील तोड़ने के बाद प्लांट फिर से शुरू करने के बाद संबंधित अधिकारी ने कोई कार्रवाई क्यों नहीं की। इस बारे में उसके खिलाफ भी कदम उठाया जाए।
उधर प्रदूषण नियंत्रण बोर्ड, पलवल के प्रभारी विकास चौधरी ने कहा कि पहलीसितंबर को प्लांट की शिकायत मिलने पर उसे सील कर दिया गया था। इसकी सील तोड़ दी गई। इस बारे में शिकायत मिलने पर पुन: पुलिस की सहायता से प्लांट को सील करने गए थे, लेकिन कर्मचारियों के साथ हाथापाई हो गई। अब इस मामले में पलवल के थाना सदर में मामला दर्ज कराया जा रहा है। देर शाम तक पुलिस मामले की जांच में जुटी रही, लेकिन मामला दर्ज नहीं हुआ था।

In barely 14 months as environment minister, the suave 56-year-old technocrat-turned-politician has pitchforked a low-key ministry into front-page headlines.
Be it mega projects like Vedanta and Posco, the Navi Mumbai airport, GM foods or tortuous climate change negotiations, Ramesh, India's chief climate change negotiator, has an uncanny ability to be in the limelight.
The list of his detractors is long and he is often described as a 'wrestler'. Many of his colleagues gripe about his arrogance, but if it is a green cause, he does not mind driving the powerful and the wealthy red with rage.
Not that the man who sports white khadi churidar and kurta is always right. His criticism of Home Minister P. Chidamabaram for being tough on China's telecom operators did not go down well with the Congress party and even Prime Minister Manmohan Singh pulled him up.
But it is this tenacity and forthrightness that has also earned him praise. Historian and writer Ramachandra Guha has described Ramesh as 'a true environment minister'.
'Intellectually speaking, the present incumbent, Jairam Ramesh, is a considerable improvement on Maneka Gandhi, and on all others who have held the post since 1980,' wrote Guha in an article.
A mechanical engineering graduate from Indian Institute of Technology-Mumbai and an alumnus of Massachusetts Institute of Technology, Ramesh has performed multiple roles that include a brief assignment at the World Bank in 1978, two stints as an adviser in the Planning Commission, an officer on special duty during the National Front administration of the V.P. Singh government and as an official in the finance ministry headed by Manmohan Singh in the 1990s.
In recent years, he has emerged as a favourite intellectual of Congress chief Sonia Gandhi and is said to be closely involved with mentoring Rahul Gandhi. In the first United Progressive Alliance (UPA) government, he was minister of state for commerce and industry and minister of state for power.
But his big break came when the UPA was re-elected in May last year and he was given independent charge of the environment ministry.
Those who dismissed it as a lightweight ministry are ruing it now. Within months of taking charge, Ramesh was making headlines when he discarded the idea of the inter-linking of rivers in October 2009.
His visit to Bhopal in September last year put the spotlight on the toxic waste lying there since the 1984 Union Carbide plant gas leak. Later in April 2010, he announced the setting up of the first National Green Tribunal in Bhopal.
The formal rejection of Vedanta group's bauxite mining project in Orissa is his latest 'principled act' that has earned him gratitude of environmentalists.
Whatever critics may say, Ramesh, say insiders, is just the kind of environment minister India needed when climate change has climbed to the top of the global agenda.

Rebate as introduced in Khadi when it was realized that Khadi being a production by masses is costlier than machine made product. To give incentive to customer by bringing down Khadi price, rebate scheme was started by the Govt. of India., as well as by the state Governments.
The scheme went very well. It was attracting the customer. It was motivating the workers and inspiring the artisans. Later on when there was thinking at different level of Govt. to remove subsidies by different departments, rebate (subsidy) on khadi was also taken note of.
In the process of thinking a new concept of replacing rebate with MDA was floated. The Khadi Institutions which are the actual implementing agencies resisted this move. This went on. Now from this financial year MDA has been introducing.
Khadi is produced by Khadi Institutions. The way MDA has been Introduced, the Managers of Khadi institutions do not feel comfortable with and if there not comfortable than who will do the actual job of khadi
Now there is confrontation between Khadi Institutions and Khadi Commission. Khadi Institutions want rebate not MDA and Khadi commission is implementing the policy of Govt. i.e. MDA.
This confrontation will not help Khadi to grow. This should be avoided. This cans be avoided. A formula mutually agreed can be worked out . If Khadi Institutions are made to understand the proposed MDA and Khadi Commission agrees whatever is not found convenient to Khadi Institutions. I after studying the proposed MDA formula believe that if certain issues raised by Khadi Institutions are addressed sympathetically than the things can move in right direction based upon mutual trust. All concern may work on it. Otherwise the future of lacs and lacs of khadi artisans will be at stake. The withdrawal of 10 per cent rebate, which was given to the khadi industry around the year, and 20 per cent that was given for 108 days a year to mark the Gandhi Jayanti, has left the local khadi industry in the lurch with many units facing an immediate closure.
The Union Government had abruptly put an end to the rebate given to the khadi industry from April 1 onwards. The local industry, which was highly dependent on the rebate, has been hit the hardest by the decision.
Many khadi and village industries in the Country had provided employment to a considerable number of artisans. The latest move might render this workforce jobless in the near future.
The rebate was the lifeline for the industry, as khadi clothes were being sold in the market at a discount of 30 per cent, the decision would push the industry further towards extinction as it had been already facing a resource crunch.
It was quite unbecoming on the part of the Union Government to stop the rebate as this had been introduced to promote the khadi industry, which was endorsed by Mahatma Gandhi himself.
At present, the government owes over Rs 450 crore to the khadi industry of the Haryana state as rebate, which has not been released despite repeated pleas.
Even bank loans, which were earlier granted at an interest rate of 4 per cent, are now given at an interest rate of 12 per cent, which has made it altogether more difficult for the khadi units to survive.
In the present scenario, where highly sophisticated industry units had taken over the major market shares, khadi could only be saved with immediate intervention of the government.
“Even the Congressmen have stopped wearing khadi now. Perhaps the latest move of the government will completely ruin the khadi industry, which at one point of time had played an important role in the country’s struggle for freedom,”.
A strong appeal had already been put up before the Union Government and they could only hope for a positive response that would go a long way in safeguarding the interests of the khadi industry.
Khadi Institutions are the implementing agencies forwarding rebate benefits directly to the consumers and generate employments.
Two veteran Parliamentarians and political figures-- Mr Mulayam Singh Yadav (SP) and Mr Lalu Prasad(RJD) raised the issue in the Lok Sabha as to how the withdrawal of rebate on Khadi during the period following Mahatma Gandhi's birthday on October 2 will ruin cottage, village and Khadi industries and destroy the unique symbol that India stands for and which the world has come to admire so much. The issue was raised by the two leaders separately during Zero Hour, enjoining upon the government to restore the subsidy and rebate that was given to khadi products. In a dramatic manner, Mr Mulayam Singh showed to Speaker Meira Kumar a picture of the Mahatma weaving thread on a wheel, the 'Charkha', symbolising freedom, non-violence and self-reliance. The immortal Mahatma, who transcended time and space, used Khadi to fight the tyranny of the machines deployed by the British in England to destroy the fine handicrafts of the colonised country. The destruction of handicrafts led to weavers being thrown back into agriculture, whose productivity was already low, resulting in de-industrialisation of India. Later, Mr Prasad raised the issue again, saying that for many tribals in vast tracks of the land. it was a source of livelihood. The leaders were unequivocal that cottage industries were the backbone of the Indian economy and need to be protected and nurtured, that 80 per cent of the rural populace consumes the hand woven cloth and that it was during the rebate period that brisk sales of khadi and village industries products takes place. Seeing the agitated members, Minister of State for Parliamentary Affairs V Narayansamy said he will convey the feelings of the House to the Minister concerned
In order to promote market for khadi products, the Government had continued through the Khadi and Village Industries Commission (KVIC) a policy of rebate on sale of khadi and khadi products till 2009-10. Normal rebate @10% of sales used to be given throughout the year whereas a special rebate of additional 10% used to be given for 108 days in a year coinciding with Gandhi Jayanti and / or local festivals. However, on the recommendations of Expert Committee and after trying several pilot projects and extensive consultations with stakeholders, the Government has introduced a more flexible scheme, namely, Market Development Assistance (MDA) Scheme on production of khadi in place of existing scheme of Rebate on sales with effect from 01.04.2010 for implementation by KVIC during 2010-11 and 2011-12. The scheme envisages financial assistance @ 20% of production value on khadi and polyvastra which will be shared among artisans, producing institutions and selling institutions in the ratio 25:30:45. Under the new system of MDA, sales are expected to be evenly spread throughout the year, the institutions will have the flexibility to use the assistance in improving the outlets, products, giving incentive to customers, etc.
The total number of workers in the Khadi and Village Industries sector as per data compiled by KVIC, is about 1.08 crore including an estimated 9.81 lakh artisans alone in the khadi sub-sector.
The erstwhile scheme of rebate on sales caused delay in paying incentives to the institutions in the sense that they would have to wait till sale and wait till next year to get the claims reimbursed. Under MDA, incentive would be provided immediately after production of the items and this is expected to ease out the working capital situation of the institutions by ensuring immediate liquidity which would in turn ensure timely payment to the artisans. The newly introduced MDA scheme has a provision of sharing 25% of the assistance (MDA) with the artisans as incentive or bonus in addition to their wages through their bank accounts or post office accounts. With these measures, the sector is expected to grow at a faster pace ultimately benefiting the artisans.
For the development of khadi sector, the Government, through KVIC, has introduced several other new schemes, in addition to MDA scheme for khadi and polyvastra, namely, ‘Workshed Scheme for Khadi Artisans’ for providing assistance for construction of worksheds for better work environment and the ‘Scheme for enhancing productivity & competitiveness of Khadi Industries and Artisans’ to assist 200 khadi institutions to make khadi industry competitive with more market driven and profitable production by replacement of obsolete and old machinery and equipment and ‘Strengthening of Infrastructure of existing Weak Khadi Institutions and Assistance for Marketing Infrastructure’ which includes strengthening of infrastructure of existing 100 weak selected khadi institutions. Besides, the recently introduced Khadi Reforms and Development Programme funded by the Asian Development Bank also provides for revitalization of khadi sector through measures which, inter alia, include enhanced employment and earnings of the artisans through their capacity building and empowerment.

Is the sparrow's urban habitat responsible for its decline? Would it have been safer if it confined itself to the wilderness?
You won't find sparrows in jungles, deserts or places where humans are not present. The sparrow is a species that has evolved with humans and is always found in and around human habitations.
It's not the urban habitat but the modification in architecture , the pollution caused by microwave towers; the excessive use of pesticides, a gradual decrease in nesting sites, food sources and the replacement of native plants by exotic varieties, which are to be blamed.
Do sparrows, which are fiercely independent, lay eggs in the nests provided by us?
Since they have always been in and around humans, a nest box provided to them is willingly accepted by them. As the nest boxes replicate their natural nesting site it doesn't change its natural behaviour in any way.
Are sparrows an ignored species because the government spends a lot of money on saving other wild animals?
Somehow the concept of conservation as far as conservation of flora and fauna is concerned has always been T-centric that is Tiger and Threatened. If it isn't either of the Ts, it's not considered worthy of conservation in India.
This attitude towards conservation has to be changed. It's still a myth that only what is in the forests have to be considered for conservation. The layman doesn't even think that common birds like house sparrows, mynas or even squirrels are wild and also need to be conserved. These animals are also protected by the Wildlife Act of India.
This attitude is also within the scientific community ; in India there is very little research done on the common birds. Even after 60 years of Independence, we have no common bird monitoring system in place. The case of research on common birds of India is a classical example of how research and scientists are treated in India.

The decline of house sparrows is a global phenomenon and the species is declining in most of its natural range. The decline is visible in countries like the UK where they have historical statistical data with a decline rate as high as 67% because of which its conservation status has been changed to a red listed species of high conservation concern.
Sadly in India, we don't have any historical statistical data because no one ever cared to count house sparrows.

Today on 11-7-2010 morning one female leopard was caught by a farm house owner Mr. Jain with the help of local wildlife authorities, cage was fixed with their unofficial consultation, female leopard is injured where as two cubs left behind in the Aravali hills area of District Gurgaon in Haryana. The International Organisation for Animal Protection - OIPA in India and People for Animals (PFA) Haryana in the opinion that this leopard was forcefully captured adopting illegal methods, where as this animals never entered in any village nor in a city and she is not a man eater then why she was captured from her natural habitat?. We the Citizens, Members of the Civil society with a deep sense of anguish, would like to draw your attention to the shocking and appalling fact that over the years a large number of couples are being killed across the country for honour.
So called Honor based violence occurs in communities where the concepts of honor and shame are fundamentally bound up with the expected behaviors of families and individuals, particularly those of women. The most extreme form is - honour - killing, but in other circumstances, the victim can be subjected to long-term low level physical abuse and bullying as a punishment for bringing dishonor on the family. Such crimes include battery, torture, mutilation, rape, forced marriage, imprisonment within the home, and even murder. These crimes are intended to protect the family honor by preventing and punishing womens violations of community norms for behavior, particularly sexual behavior. These crimes are often collective and premeditated.
In the recent times the cases has been on the increase and in current scenario when the State has remained mute spectators there is a lot of fear spread among the young generation and couples who are married and some of them intending to get married that they may face the wrath of such feudal forces. Many a times the pressures are so intense that the couples resort to suicide. In the recent months cases have come to light where couples are being killed, publicly humiliated and declared as brothers and sisters. Couples have faced social ostracisation from the society. Many have been killed in cold murder after torture. The victims have approached the law enforcement agencies and still faced severe trauma and humiliation. The law enforcement agencies continue to be mute spectators while doing lip service work and have been mostly confined to intervention after an incident has happened.
We demand the following:
1. As fast as possible come out with the New Law on Honour Killings as already announced by the Government.
2. The Prime Minister should make a statement on Honour Killings and the need to curb them.
3. Issue strict Instructions to the States to prevent Honour Killings and take proactive steps to prevent such killings.
4. The Central and the State Government need to come out with a paper on what steps they have taken to implement the Supreme Court Directions in 2006 in Lata Singh Vs State of Uttar Pradesh.
5. Immediately come out with a National Plan of Action.
6. Immediately a National Level Meeting of State Secretaries and DGP is needed to plan out the preventive steps needed to curb such crimes.
7. The Central Government should ask the State Government /State DGP to convene a SSP level meeting and give clear instructions for the protection of such couples.
8. Come out with various help lines numbers and special cell where such couples can approach the administration for protection.
9. Constitute fast track courts for cases of Honour Killings.
10. Immediately amend the Special Marriage Act and reduce the period of registration of Marriage from one month to one week.
We would like to remind the Government of India its duty to protect the rights of citizens, which is obligatory on them under Articles 14, 15 (1) & (3), 19 , 21 and 39(f) of the Constitution of India. We would also like to remind the Government of India its obligations and commitment to protect its citizens from such violence under the United Nations Convention on the Elimination of all forms of Discrimination against Women (CEDAW) of which India is a signatory and has also ratified the convention. It is also against the spirit of Universal Declaration of Human Rights and International Covenant on Civil and Political Rights.
We demand that the Govt take urgent steps as mentioned above so that such Honour Killings are stopped.
