The US government had "no comprehensive policy or regulatory guidelines" in place for staffing the management of postwar Iraq, according to the top government watchdog overseeing the country's reconstruction.
Not that this should come as a surprise to any of us, but it's now "official" according a report by Stuart Bowen, the special inspector-general for Iraq reconstruction.

I generally try to ask myself "what good can come from this new insight?". Plan better next time? Of course. Get even more upset with the Bush administration? Of course. I don't know... I'd love to find a better answer.  If "the quality of the question determines the quality of the answer", which it does, then I guess I'm not asking the right question.

Maybe "how can we best recover from this lack of planning and reach the best results possible for the people of Iraq, the soldiers fighting, and the world at large?" That sounds like a better question, at least for the immediate term. Any ideas?
