Despite expanding options for low cost spay and neuter programs nearly half of pet owners do not have their animals fixed. 

Recent research found that 48% of companion animals haven't been sterilized.  Researchers were unaware that overpopulation is underestimated.  Because of this crisis, 55% of US shelters estimated they euthanize fewer than one million animals annually.

It is this issue that I find to be a hot issue among the animal welfare community and there are ways of taking action to help solve the crisis.  For one, always spay or neuter all your animals so no more homeless animals are born.  Also, if your looking for a new companion, always adopt.  Going to stores just increases the amount of litters of puppies born to fill stores which decreases the chance of shelter animals finding a home.  Another option of taking action is the SNIP It in the Bud program, sponsored by PETA.  They collect donations and ride around in a mobile spaying and neutering animals for free and no one is turned away.  They also go to shelters spaying and neutering their animals, making them easier to adopt out because of the decrease of medical costs.  Simply put, do what you can to stop the birth of anymore animals until we can find homes for the ones already alive.
