The Taliban banned this practice and made it almost disappear, but now it is being revived. 
Where does this practice of using young boys for dancing and sexual pleasure of powerful rich men originate from? According to the movie, military leaders have a stable of young boys, and compete with each other over their affections. From there, other merchants and business owners wanted the same thing...so it is spreading.
