Peace Department Proposal
According to my reference source, the Constitution does not provide for the formation of a Cabinet {which a Dept. of Peace would be a member of, like the State Department}. "Executive departments were created by successive Acts of Congress under authority conferred by the Constitution in Article I, Section 8, Clause 18." {"To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers............."}
So I suppose this means, that a Majority of the House and of the Senate, both, would have to vote in favor of such a Department of Peace.

Here are some more interesting things from my reference source:
What is treason against the United States?
Treason against the United States consists in levying war against them, or in adhering to their enemies, giving the latter aid and comfort.
{Levying war........ the Bush Administration's responsibility for 9-11 certainly qualifies as making war against his own people!}

What would be the proceeding in case of.....impeachment.......?
An impeachment proceeding may be set in motion in the House of Representatives by charges made on the floor on the responsibility of a member...........by charges preferred by a memorial, which is usually referred to committe for examination; by charges transmitted by the legislature of a State or from a grand jury; or the facts developed and reported by an Investigating Committee of the House. After the impeachment has been voted by the House, the case is heard by the Senate sitting as a court. When the President of the United States is impeached and tried the proceedings are the same except that the Senate is then presided over by the Chief Justice of the United States {Art. I, sec. 2, cl. 5; sec. 3, cl. 6, 7; Art. II, sec.4}.

In other words, there are SEVERAL means of bringing about an Impeachment proceeding; and, ONLY THE P/RESIDENT is tried by the the Chief Justice of the Supreme Court {why he appointed him! as insurance!}; the others are tried with presumably the Head of the Senate presiding. {He better be a Democrat! after the 2006 elections!}

Does not the Constitution give us our rights and liberties?
NO, it does not, it only GUARANTEES them. THE PEOPLE HAD ALL THEIR RIGHTS AND LIBERTIES BEFORE THEY MADE THE CONSTITUTION. The Constitution was formed, among other purposes, to make the people's liberties SECURE -- secure not only as against foreign attack but against oppression by their own government. They set specific limits upon their national government and upon the States.............

THE PEOPLE HAD ALL THEIR RIGHTS AND LIBERTIES BEFORE THEY MADE THE CONSTITUTION.
