Someone mentioned that he could be hunting insects. Otherwise I think he is a fledgeling (the stagte of his plumage fits that idea) and is going through a stage of practising play 'attacks'.

One of my rehabs was a baby barred owl who had been struck by an automobile. He exhibited this same behavior attacking an invisible spot. I liked to think it was normal learning behavior, but maybe he hadn't fully recovered from the head trauma??
Anyway, he was successfully rehabbed and released into the wild.
