And there's me thinking they wanted to issue them all with biometric ID cards like the last UK government wanted to spend billions on so they could track us every time we moved or went to the loo! That was supposed to be an anti terrorist measure! This idea however seems much more intelligent and useful! Rather like the blackbirds that visit my garden. Some have odd white feathers or two tails, bits missing , different coloured bills, long tails, drooping wings, some females have male coloured bills etc etc. Makes them different ,individual and recognisable visitors!
