This is a great program for second mortgages, but more needs to be done to provide first mortgages for the purchase of energy efficient homes that do not fit the normal comparative (comps) guidelines. Funding the purchase of an earth bermed home can be next to impossible in many markets, simply because they cannot be compared to local home sales.
There is also the issue of insurance requirements for items such as roofs and siding that do not apply to the more energy efficient designs. This is a separate issue, but both need to be looked at in order to encourage the innovative, most energy efficient homes can be purchased.
