Well why shouldn't they pull out all possible means? When a child goes missing who is on the job to find them? Police dogs of course, and they help with so much more. Glad he is home.

Happy they found Toro - boy a lot of man hours spent trying to find him, but very valuable to the police dept.

Normally police dogs are very well trained and don't just take off. Cannot understand why he got distracted and just left. But I am glad that he was found unharmed, I love German shepherds. But I also feel sorry for the poor dear that lost its life in this incident.
Maybe Police dogs should be equipped with a radio collar to know where they are. In a persuit anything can happen, they are a lot faster than their handlers. Police dogs are expensive to train and maintain, why not use Sat Nav technology to keep them safe?
