There comes a time when a country has committed itself to animal welfare, and is in violation, that country should receive severe financial penalties. Enough is enough.

Sounds like they made need some education into what they can and cannot plant, and how it affects the wildlife. It almost seems like they believe planting trees will help the area.

This couldn't be an all-of-a-sudden thing. Something/Someone is advising these people to do this. Who? Why?? In order to stop it we need to find the answers to those questions.
