In April 2013, a deadly explosion at a fertilizer plant in West, Texas killed at least 12 people, shook the town like an earthquake, destroyed buildings, and blasted windows. The explosion was likely caused by ammonium nitrate stored at the plant.

Signed, noted, spammers flagged. While I agree that we need better laws, though, it is also true that any regulation is only as good as its enforcement. In West, there was a regulation in place that possession and storage of a certain amount of ammonium nitrate had to be reported. They had something like 2500 times that much and failed to report it for years. No matter what regulations we devise, plants which scoff at them without consequences are going to be in danger.

Another govt agerncy official, Breen, paid off. Joannes' right, if the regs are in place and no one enforces them, what good are they, especially when you have it all happeneing in TX??
