The fountains in Rome were built to help cool the city and be used for public water. Art became a part of the fountains later on. Yes, we could move to the most energy and land efficient types of structures. We either have to have a lot of independent wealth, or a regional government that values energy efficiency. As long as builders do not have to use better materials they will not.
