The USDA exists only to rubber stamp big Ag's agendas into law or allowance. Occasionally they do something we agree with so that the illusion of "helping" us continues. The only way to counteract the GMO wave is to buy nothing containing them. Know where your food comes from and what it is.

These are already in our stores. I remember 10-20 yrs ago when I cut an apple I had to eat it quickly or it would turn brown soon. I have noticed they don't turn brown anymore. Just last week I sliced an apple at work, didn't get a chance to eat it and it sat on my desk for almost 4 hours. When I remembered and looked at it, it was still pretty white with hardly any brownish tint to it at all. That's just not normal.
