Request FOUR PAWS improving living and working conditions for the Viennese fiacre horses

According Viennese horse-drawn carriage and horses Car Act § 3, paragraph 4, the horses may be required to work 14 hours in a row:

Four Paws calls for a reduction of working time for the horses to ten hours and thus a restriction on the operation von 9.00 bis 19.00 clock . The up time would be reduced accordingly to the period 10:00 to 18:00 . The weekly working time must therefore not exceed 40 or 50 hours.

2 access to water and food
In order for the operating cab and horse rental car company is in § 7 paragraph 1 specifies that the pitches must be equipped with a water connection and hoses.

3 adequate exercise areas
According Viennese horse-drawn carriage and horses Car Act § 5 paragraph 1 shall include the disposal of stables that can ensure proper care , can be detected .

It should be next to their stables also evidence of the available options on the needs of horses adequate exercise areas are required.

Animal husbandry Regulation ( MINIMUM REQUIREMENTS FOR THE POSITION OF HORSES AND HORSE -LIKE ( EQUIDAE ) ) writes in point 2.7. before :

"(...) Are horses used regularly for more than six hours per day for passenger transport in a team , to be granted to them within a week at least two non-consecutive days rest days with free outlet . (...) "

The outlet area should be at least 150m ² as a minimum for two horses , and 40m ² for each additional pet . An adjacent directly to the box Paddock is not a substitute for the movement freewheel . The free outlet has to be made with other dogs in a herd.

4 Sufficient protection from sunlight
In § 7 of the rules of procedure for horse-drawn carriage and horses rental car companies , which prescribes the rules for state courts, also a point a protection should be added , is therefore mandatory to ensure direct sunlight.

Buildings such as St. Stephen's Cathedral are not suitable because the shadow moves and so no all-day sun protection is ensured .

5 Heat Available from 30 degrees
In the summer months, repeatedly collapsing horses due to the extreme heat. At these temperatures, it is unreasonable for the animals to complete trips.

In the Viennese horse-drawn carriage and horses Car Act, a point must be cited accordingly on days where temperatures reach 30 degrees or more horse-drawn carriage rides will be banned.

6 trips exclusively in green spaces
Road traffic and the crowds in the center of Vienna mean tremendous stress for the sensitive animals. Horse-drawn carriage rides should be a matter only allowed in parks such as the Schönbrunn Palace Gardens .

Together with FOUR PAWS I urge the competent authorities of the City of Vienna on to cause a change in the legal regulations for Viennese fiacre horses to achieve sustainable improvements in working and living conditions for the horses.
