Yup, the key word is EXCUSE.

I recently found out that a neighbor shot his little terrier for "jumping up on the kids" when they got off the school bus ... the kids told me! They said he grabbed her and "took her around back"! She was a little Benji-type dog, very exciteable, sweet as can be! I guess her joy at seeing the children was all the excuse the bastard needed!

People make me sick! I reported it, but "a clean shot is humane", so nothing can be done.
